Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th December 2016 at 7.30pm.

PRESENT: Messrs. M. Abbott, G. Thompson, B. Finlay (also Borough Councillor)

R. Bowness and G. Edmondson.

 Also, Present: T. Gear (Clerk), D. Wilson (Borough Council) and J. Lister (County Councillor)

 Apologies were received from S. Barton, J. Mansfield, C. Mackenzie and PCSO Peter Crome

211/2016 DECLARATIONS OF INTERESTS

None


212/2016 MINUTES

On the proposal of G. Edmondson and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 2nd November 2016 be approved and signed as a correct record.


213/2016 POLICE MATTERS

There had been apology from PCSO Peter Crome together with a report again introducing the new way of accessing crime figures. The clerk had written expressing dissatisfaction with the new style of report but had received no response. He was also aware that many other parish councils were also dissatisfied with the new report. It was agreed the clerk should write again seeking a response.


214/2016 PUBLIC PARTICIPATION

None present and no items raised on their behalf.


215/2016 CORRESPONDENCE

CALC Circular for November had been received and forwarded to members.

An e-mail had been received from Calc encouraging residents to increase the up -take of fibre broadband and the benefits associated with it.

A letter of thanks for the council’s donation had been received from the Great North Air Ambulance.

An e-mail ad been received regarding a meeting to bed held at 2pm on Thursday 8th December 2016 in the Local Links, Aspatria to discuss the future of the Local Links and Library

A letter from Elements which is a new festival had been received.

The Big Lottery Fund had accepted our End of Grant Report and there is nothing further that we should do.

Allerdale Borough Council officer proposals for the new warding arrangements had been received. It was not considered appropriate to comment at this stage but a full response may be necessary when the Boundary Commissions proposal are put out to public consultation in the new year.


216/2016 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included: -

The public consultation on the National Grid North West Connections Project was raised and members expressed concerns on the additional tall structures being erected in the corridor between the Lake District National Park and Solway ANOB. The clerk was asked to respond to the consultation accordingly.

He had written to the Success Regime as requested

A response had been received regarding the council’s concerns regarding road safety at Gowrie which was not considered satisfactory. Councillors asked that Highways be contacted and asked that the ‘SLOW’ markings on the road be repeated three time on the approach to the junction as it used to be.


217/2016 ALLHALLOWS CENTRE

The Chairman addressed the meeting and informed the members that the Harlequin Choir were performing in the centre on 16th December and the final outcome of the application to ‘Awards for All’ was still awaited.


218/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D Wilson gave a verbal report on the Local Links, Aspatria and the current position regarding the Boundary Commissions warding arrangements.

B. Finlay gave further information regarding the warding arrangement and information about a paper he had prepared. He also spoke about flood resilience and how farmers could provide valuable assistance if a future flooding event occurred and that funding was still available.

J Lister stated that there were concerns that the Fire Service were being used to attend some emergencies where there were delays in ambulances attending which raised issues about funding.

He had attended Beacon Hill School Awards Evening and commented that it was a lovely school.

222/2016 COUNCILLOR’S PORTFOLIO’S

R Bowness gave a report on the allotments. The clerk mentioned that rents would be due in February 2017 and it was agreed that they should remain the same for another year

S. Barton was still working on setting up a Flood Action Group.

G. Edmondson gave a report on the play park.


223/2016 ALLHALLOWS CENTRE - ESTIMATES

A further estimate was still awaited and it was agreed to ask another contractor to provide an estimate with this matter being put on the agenda for the next meeting.


224/2016 DONATION TO GRASS CUTTING – ALL SAINTS CHURCH

A further estimate had been obtained by the group which was double the initial estimate, on the proposal of M Abbott and seconded by R Bowness it was agreed to donate £350.00 for grass cutting in 2017 with the group being advised that if they wished to be considered for a grant in future years an application must be made annually together with a suggestion that they may wish to apply to Aspatria Charity Shop for a further grant.


225/2016 BAGGROW & BLENNERHASSET PLAYING FIELD

It was brought to the council’s attention that at a meeting of Torpenhow and Blennerhasset Parish Council held on 14th September 2016 that it had been proposed that the above field should be registered in the name of the parish council. This field had been purchased by donations from residents in both Baggrow and Blennerhasset and therefore the title should be held in trust for use the residents of both villages. The clerk was asked to bring this to the attention of Torpenhow and Blennerhasset Parish Council.

 

226/2016 DOG FOULING

This matter had been raised by a councillor who was not present so it was agreed to adjourn it to the next meeting


227/2016 VACANCIES

Despite an article in the newsletter there remained two vacancies with no applications for co-option having been received.


228/2016 PROGRESS REPORTS

Any items for the next newsletter should be forwarded to the Clerk by mid-January 2017.
