Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 2nd November 2016 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, B. Finlay (also Borough Councillor)
L. Read, C Mackenzie and G. Edmondson.
Also, Present: T. Gear (Clerk) and J. Lister (County Councillor)

190/2016 DECLARATIONS OF INTERESTS
None
191/2016 MINUTES
On the proposal of G. Edmondson and seconded by L. Read it was RESOLVED that the minutes of the meeting held on 5th October 2016 be approved and signed as a correct record.
192/2016 POLICE MATTERS
There had been apologies from PCSO Peter Crome and a report introducing the new way of accessing crime figures. Some members were unable to access the site but the clerk had visited the site which had the latest figures for August and the crime classification were too bland to be of use.
193/2016 PUBLIC PARTICIPATION
Complaints had been received regarding noises from the Leesrigg Farm wind turbine. The clerk is to contact the planning department.
Concerns were also raised on behalf of residents regarding the speed of vehicles approaching the Church. The clerk is contact the police regarding enforcement.
194/2016 CORRESPONDENCE
CALC Circular for October had been received and forwarded to members.
A letter and donation towards the fireworks on Bonfire Night had been received.
A letter had been received from the Great North Air Ambulance seeking financial support for their work in the area. On the proposal of G Thompson and seconded by L Read it was resolved to donate £75.00.

195/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting which included: -
He had been in contact with Philip Groom, Traffic management Officer regarding Gowrie Crossroads who will make a full assessment of the road markings.
196/2016 ALLHALLOWS CENTRE
C Mackenzie addressed the meeting and stated that the new doors had been fitted and the Management Committee had received a provisional offer from ‘Awards for All’ for replacement heating in the main hall. Future events included Bonfire Night, Bingo on Friday night and a Poetry Reading on 30th November.
197/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay gave a brief report as he had been away on family business.
J. Lister he had attended a meeting when the Chief Executive of the Borough Council faced robust questioning regarding the Allerdale Investment Partnership. Edenside Care Home in Appleby is to close. Cockermouth Library is to be taken over by Cockermouth Town Council.
198/2016 OUTSIDE BODIES
G. Edmondson gave feedback on the recent meeting at Wigton Market Hall with the Success Regime. The main concerns were the loss of beds at Wigton Hospital, the removal of Consultant led Maternity Services from West Cumberland Hospital to Cumberland Infirmary, there were no joined up thinking, the poor preparation by those leading the meeting and the obvious lack of understanding of the distances and transport difficulties in this rural county.
M. Abbott gave a verbal report on the Blennerhasset & Baggrow Flood Forum Meeting on 13th October which was a good meeting and the organizers took on board people’s views. She also gave a verbal report on the meeting with Andrew Harrison regarding flooding of the road at Baggrow Farm and Gowrie when a lot of suggestions to resolve the issues were discussed.

S. Barton was still working on setting up a Flood Action Group.
G. Edmondson gave a report on the play park. The clerk gave details of the estimate for removal of branches, bushes and a tree in the play park which was agreed.
203/2016 ALLHALLOWS CENTRE -
A further estimate was still awaited and it was agreed to put this item on the agenda for the next meeting.
204/2016 DONATION TO GRASS CUTTING – ALL SAINTS CHURCH
One estimate had now been received but a further estimate was not available, it was agreed to adjourn this item to the next meeting.
205/2016 CLERKS HOURS
The clerk had submitted a letter in which because of additional work he requested an increase to his hours of employment. It was agreed in the clerk’s absence to increase his hours with immediate effect from 15 per month to 18 per month.
206/2016 CONTROL OF COUNCIL CAR PARK
The offending vehicles had now been removed but the council will continue to monitor.
G. Edmondson agreed to put warning notices on the vehicles in the Car Park about the arrangements for Bonfire Night.

208/2016 FEEDBACK FROM BROADBAND MEETING WITH MP
L Mansfield who had represented the council at the meeting had provided a written report which was read and noted.
