Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th October 2016 at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, R. Bowness, L. Read, C Mackenzie, G. Edmondson, J. Mansfield.

 Also Present: T. Gear (Clerk)

 Apologies were received from S. Barton and B. Finlay (also Borough Councillor)

169/2016 DECLARATIONS OF INTERESTS

None


170/2016 MINUTES

On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 7th September 2016 be approved and signed as a correct record.


171/2016 POLICE MATTERS

There had been no apologies and no report for consideration


172/2016 PUBLIC PARTICIPATION

Following a recent serious road traffic accident at the Gowrie crossroads concerns were expressed about the speed of vehicles and the positioning of HGV’s negotiating the junction. The clerk was asked to write to the Highways Department and Aspatria Town Council regarding these issues. Concern was also expressed regarding large bushes in Cockgate that were obscuring visibility.


173/2016 CORRESPONDENCE

CALC Circular for September had been received and forwarded to members.

An e-mail had been received from Cumbria County Council advising that the Minerals and Waste Local Plan 2015 – 30 was now online and provided the link.

An e-mail had been received from Department for Communities and Local Government regarding the provisions of the Neighbourhood Planning Bill.

An e-mail had been received from CALC seeking information about a new local volunteer group calling themselves ‘Rescue One’

An e-mail from CALC advised of the changes to the CALC Constitution and provided the online link.

An e-mail had been received from the West, North and East Cumbria Success Regime providing a link to the online consultation document entitled ‘Healthcare for the Future’. Associated with the launch are a number of public meetings the nearest being Tuesday 25th October 2016 7pm -9pm in The Market Hall, Wigton

An e-mail had been received from the National Grid giving information about North West Connections – Town and Parish Council Workshops to be held 6pm – 8pm 18th October 2016 at Maryport Wave Centre

A letter and e-mail had been received from The Local Government Boundary Commission regarding the Electoral Review of Allerdale Borough Council: Warding Review.

An e-mail had been received advising of a meeting of the Blennerhasset and Baggrow Flood Forum Meeting to be held on 13th October 2016 at Blennerhasset Village Hall commencing at 6pm  

174/2016 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included: -

He had been in contact with Andrew Harrison who had promised that the council will receive a copy of the Section 19 report of the flooding in Blennerhasset and Baggrow when available.

That he was experiencing difficulty in obtaining the services of a Monumental Mason to engrave the seat at Baggrow. A suggestion came forward that an engraved plaque be let into the seat.


175/2016 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and stated that the G. Edmondson had recently joined the Committee and the Macmillan fundraising event had raised at total of £781.00. Bingo will be held this Friday and Bonfire Night event will be on 5th November 2016. New doors will be arriving shortly and the Committee had received a grant from the Aspatria Charity Shop for pointing the gable end. The Committee were also awaiting the result of an application for a grant to ‘Awards for All’

There were no reports from D. Wilson or J. Lister but B. Finlay had provided a short report which was noted.

181/2016 COUNCILLOR’S PORTFOLIO’S

R. Bowness gave a brief report on the Allotments and that a number still required attention.

S. Barton was still working on setting up a Flood Action Group.

G. Edmondson gave a report on the play park. She also reported that the clay pipes had been removed. After considering the recent inspection report she considered the information required to be on a sign was already existing and the provision of a new sign would be a waste of money.


182/2016 FLOODING ISSSUES

The clerk was asked to chase Andrew Harrison for a response to the council’s concern regarding the watercourse at Gowrie. He was also asked to arrange a meeting with Mr. Harrison regarding the flooding near Baggrow Farm


183/2016 ALLHALLOWS CENTRE - ESTIMATES

A further estimate was still awaited and it was agreed to put this item on the agenda for the next meeting.


184/2016 DONATION TO GRASS CUTTING – ALL SAINTS CHURCH

The requested estimates were not available and it was agreed to adjourn this item to the next meeting.


185/2016 HEDGES - BAGGROW LONNING

The hedges had not been inspected recently so this item was adjourned to the next meeting although the clerk was asked to report flooding on the road near Upmanaby Farm.


186/2016 CONTROL OF COUNCIL CAR PARK

The clerk raised the issue that a vehicle had been on the council car park since early summer and had not moved and that some measures should be put in place to prevent this occurrence. After discussion the clerk was asked to write to the owner about this vehicle and another vehicle he had on the Centre car park and seek their removal by 31st October 2016.  The issue of erecting a disclaimer in the car parks was also discussed and agreed.

 

187/2016 VACANCIES

There are no two vacancies but no applications for co-option had been received.


188/2016 PROGRESS REPORTS

J Mansfield advised the meeting that she wished to stand down as editor of the Parish newsletter. She was thanked for her work on the newsletters over the year. The clerk subject to negotiations on additional hours will take over as editor. He stressed the importance of everybody contributing and any items from groups etc. should be sent to him.
