A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th September 2016 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, R. Bowness, L. Read, C Mackenzie, G. Edmondson, J. Mansfield and B. Finlay (also Borough Councillor)

Before the meeting commenced the Chairman presented the Annual Best Kept Garden Certificates and prizes.
At the commencement of the meeting a minute’s silence was held as a show of respect at the passing of Councillor Dorothy Audrey Tinnion during the summer recess.

152/2016 MINUTES
On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 6th July 2016 be approved and signed as a correct record.
153/2016 POLICE MATTERS
PCSO Peter Crome had given his apologies but had tendered a written report of incidents in the parish since the last meeting of the council.
154/2016 PUBLIC PARTICIPATION
There were three members of the public present for this item.
A member of the public who was representing the Allhallows DCC explained the difficulties they were having with grass cutting in All Saints Churchyard and provided a number options. He was asked to provide estimates of the likely costs for further consideration by the council at their next meeting.
A resident complained about the condition of the highway, which was in need of sweeping and the gulley’s, that were in need of cleaning in Mealsgate between the A595 and the entrance to Fletchertown. The clerk was asked to report the matters to the appropriate authority.

A letter had been received from Sue Hayman MP inviting members of the council to a meeting with Andy Swindell, BT’s Next Generation Access Director regarding broadband connectivity to be held at 2.30pm on Wednesday 5th October 2016 at the Kirkgate Centre, Cockermouth.

A letter had been received from CALC seeking nominations from parishes for Councillors to the Executive. On the proposal of J. Mansfield and seconded by G. Edmondson it was agreed that B. Finlay be nominated.
156/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting. He had reported the condition of the B5299 at the road to between Front Street and Quarry Street which have received attention. He gave a breakdown of the work carried out by the odd job man since the last meeting with some suggestions for next year. A response on the condition of Impact Properties in Fletchertown was read and noted
157/2016 ALLHALLOWS CENTRE
C Mackenzie addressed the meeting and stated that there had been a very busy Exhibition which had raised £576. There had been a flood in the Eric Nixon Room which she had dealt with. The Centre had received a grant for new doors and future events include at Pizza weekend this weekend a Quiz on 17th September and the AGM on 28th October.
158/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay advised the meeting that there had been a Special Borough Council Meeting to discuss the Boundary Commission consultation and agreed to propose the reduction of the number of Councillors from 56 to 48. The Flood Resilience Group had met and was encouraging community led flood resilience. There had been a meeting of the Aspatria Rural Partnership and the AGM will now be at 2pm on 22nd September 2016 in the Local Links, Aspatria. Complaints regarding wood wagons using the B5299 should be forwarded to Eddy Martin who is now the community representative on the Iggesund Transport Group.
J. Lister informed the meeting that he had attended a meeting on Blennerhasset |Bridge to see the new works that had been carried out and a meeting with Brenda Smith of Cumbria Care.
159/2016 OUTSIDE BODIES
The Chairman had attended a Flood meeting in Blennerhasset which was very poorly publicized. It appears that the Environment Agency and Cumbria County Council representative are to prepare a Section 19 report on the flooding in Baggrow and Blennerhasset to be published in October and has asked for a copy.

163/2016 COUNCILLOR’S PORTFOLIO’S
R. Bowness gave a brief report on the Allotments and that a number required attention.
S. Barton was still working on setting up a Flood Action Group.
G. Edmondson gave a report on the play park. She also reported that there were some clay pipes behind the mound which R. Bowness agreed to remove. She was asked to provide some designs for a new sign in accordance with the recent Inspection Report.
164/2016 FLOODING ISSSUES
The clerk reported on his attempts to engaged with the County Council about the watercourse at Gowrie but J. Lister had been more successful and Andrew Harrison has the matter in hand.
165/2016 ALLHALLOWS CENTRE -
The clerk had received one estimate for filling in the basement and removal of the corroded beams at £1875 plus VAT but another was awaited. To be put on the agenda for the next meeting
