Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 6th July 2016 at 7.30pm.

PRESENT: Messrs. M. Abbott, G. Thompson, R. Bowness, L. Read, C Mackenzie, G. Edmondson and B. Finlay (also Borough Councillor)

Also Present: T. Gear (Clerk), J. Lister (County Councillor),

Apologies were received from DA Tinnion, S. Barton, J. Mansfield, D. Wilson (Borough Councillor), and PCSO Peter Crome

130/2016 DECLARATIONS OF INTERESTS

None


131/2016 MINUTES

On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 1st June 2016 be approved and signed as a correct record.


132/2016 POLICE MATTERS

PCSO Peter Crome had given his apologies but had tendered a written report of incidents in the parish since the last meeting of the council.


133/2016 PUBLIC PARTICIPATION

There were no members of the public present and there were no items brought to the attention of the council on their behalf.


134/2016 CORRESPONDENCE

Calc Circular for June had been received and forwarded to members.

An e-mail had been received from CALC on the Cumbria Community Foundation about the Cumbria Flood Relief Appeal.

An e-mail had been received from Calc attaching the County Council’s weekly Critical Bridges Status Report.

The clerks’ salary by national agreement had increased by 1% as of 1st April 2016.

An e-mail had been received regarding the eligibility for grants from the Cumbria Central Heating Fund.

The June Newsletter from the Waver /Wampool proposed Water Level Management Board had been received.

Notification had been received that United Utilities and Severn Trent water companies were joining forces and becoming Water Plus.

An e-mail had been received from Connecting Cumbria which had been forwarded to members.


135/2016 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting. He had received information that the Grit Bin at Fletchertown had been had been removed by Cumbria County Council as it was their policy to remove them from all Priority Route 1 and 2 Gritting Routes. He will chase the Planning Compliance Officer regarding the issues with the Firs Wind Turbine and the results of her investigation. The Contractor has now strimmed the areas around the Recreation Field and around the Centre.


136/2016 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and stated things were ticking along well. There will be an Arts and Craft Exhibition Weekend in August.


137/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay advised the meeting that there was an ongoing review of the Borough Council size and that the size of the Development Panel is likely to be reduced and Scrutiny reduced to one panel.

J. Lister informed the meeting that he had attended the Flood Meeting in Cockermouth and a full Council Meeting. Cumbria County Council new headquarters were progressing well and they hoped to relocate in September. He was asked to pursue a number of highways related issues.

It was agreed that M. Abbott, R. Bowness, G. Edmondson, L. Read and J. Mansfield be authorized to operate the council’s bank account and that DA Tinnion (due to illness) and C Mackenzie be removed. The mandate to be completed accordingly.

142/2016 COUNCILLOR’S PORTFOLIO’S

R. Bowness gave a brief report on the Allotments. No2 and No.1a were ready to be let.

A letter is to be sent to the holder of No 8a which requires attention.

S. Barton was still working on setting up a Flood Action Group.

G. Edmondson gave a report on the play park. She also reported that she had carried out a litter pick as there was quite a bit of litter spoiling the appearance of the park.


143/2016 BLENNERHASSET BRIDGE

The Bridge is now open but there were concerns regarding the work in particular a bund of soft soil over some boulders which will be washed away during the first storm. J Lister will take the matter up with the County Council.


144/2016 FLOODING ISSSUES

The clerk had contacted the Environment Agency who stated that the watercourse at Gowrie was now the responsibility of the County Council to whom he had sent an e-mail but was awaiting a response. He will chase.


145/2016 PLAY PARK INSPECTION

This had been circulated to members and mainly contained recommendations that items were in need of painting which had now been done.


146/2016 ALLHALLOWS CENTRE SURVEY

The clerk read the report from the Surveyor. After discussion member requested three estimates covering: -

Replacement wooden floor

Filling the basement with concrete

Total removal of the structure   


147/2016 VACANCY

There had been no applications for co-option.


148/2016 REQUESTS AND COUNCILLOR DETAILS

Following a recent incident, the clerk reminded members that requests for them to attend events in their capacity a Councillor should be referred to the clerk as he is the one that hold the up to date information on the council and anybody who wishes to obtain an up to date list of councillors should contact the clerk to save any embarrassment.


149/2016 PROGRESS REPORTS

J Mansfield will produce another edition of the newsletter and any items should be forwarded to her.

Noticeboards will receive attention in the near future.

Concerns had been expressed on the external appearance of a number of Impact Housing properties in Fletchertown. The clerk was asked to write and express the councils concern.

The clerk had contacted Miss Poland, Monumental Mason to see what she suggested. Clerk to chase a response
