Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 1st June 2016 at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, R. Bowness, L. Read, C Mackenzie, G. Edmondson and J. Mansfield

Also Present: T. Gear (Clerk), J. Lister (County Councillor),

Apologies were received from DA Tinnion, S. Barton D. Wilson (Borough Councillor), B. Finlay (Parish and Borough Councillor) and PCSO Peter Crome

112/2016 DECLARATIONS OF INTERESTS

None


113/2016 MINUTES

On the proposal of R. Bowness and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 4th May 2016 be approved and signed as a correct record.


113/2016 POLICE MATTERS

PCSO Peter Crome had given his apologies but had tendered a written report of incidents in the parish since the last meeting of the council.


114/2016 PUBLIC PARTICIPATION

There were no members of the public present and there were no items brought to the attention of the council on their behalf.


116/2016 CORRESPONDENCE

A letter had been received from Sue Hayman MP regarding whether or not 93% of Cumbria is connected to Broadband.

An e-mail had been received from CALC on the availability of Resistance and Resilience grants from Cumbria Community Foundation.

A Letter had been received regarding the dedication of Centenary Fields which was noted.

An invitation had been received from Wigton Baths Trust to their Anniversary Afternoon at the baths on Sunday 5th June 2016 between 2 – 4pm.

A Statement of Community Consultation by Nu Gen had been received and circulated regarding Moorside.



117/2016 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting. He had received an acknowledgement from the Planning Compliance Officer regarding the issues with the Firs Wind Turbine which will be investigated and had arranged a visit to Allhallows Centre by a surveyor


118/2016 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and thanked J. Lister for the grant from his Members Allowance for the doors. She informed members that the recent Kathleen Farrier Evening had been a wonderful event. There had also been a successful Quiz night and Pizza night. Forthcoming events include the Queen’s Birthday Celebrations on 12th June and an Art and Craft Weekend in August.


119/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister informed the meeting that he had been with Health Scrutiny and had no news on the outstanding Highways issues.

B. Finlay who had tendered his apologies due to illness but had produce a written report that was read and is attached

124/2016 COUNCILLOR’S PORTFOLIO’S

R. Bowness gave a brief report on the Allotments. No 10 had now been let and No2 and No.1a were ready to be let.

S. Barton was still working on setting up a Flood Action Group.

G. Edmondson gave a report on the play park which included concerns on the condition of the timbers on the tyre swing and climbing frame. (Following a site visit it was agreed that the equipment be closed immediately and R. Bowness will remove with a view to new timbers being put in place over the winter). The old equipment had been painted and the railings had been straightened and were in the process of being painted. It was agreed that L. Read will make a donation to the council for the redundant slide(s). Concerns were also raised regarding the creeping uncut grass edges in the play park and recreation field. The clerk to raise the issue with the contractor.


125/2016 BLENNERHASSET BRIDGE

Despite a letter and e-mail to Karl Melville, Highways (Allerdale) Manager no information had been made available to the council. However, it appears from an item on the local news that the bridge is likely to be re-opened mid -June.


126/2016 FLOODING ISSSUES

L. Read produced copies of some old maps which shows the water courses around Gowrie some of which appear to have been blocked off which may be the cause of the flooding. The clerk is to seek a response form the Environment Agency.


127/2016 QUEEN’S BIRTHDAY CELEBRATION

Joint celebrations will take place on the 12th June in the Play Park and in Allhallows Centre if wet.


128/2016 PROGRESS REPORTS

J Mansfield will produce another edition of the newsletter and any items should be forwarded to her.

Noticeboards will receive attention in the near future.
