The Annual meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th May 2016 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, B. Finlay (Borough Councillor), S. Barton, R. Bowness, L. Read, C Mackenzie and J. Mansfield
Also Present: T. Gear (Clerk), J. Lister (County Councillor), PCSO Peter Crome and two members of the public

92/2016 ELECTION OF CHAIR AND VICE CHAIR 2016/17
On the proposal of R. Bowness and seconded by G. Thompson it was RESOLVED that M Abbott be elected Chair for 2016/17. On the proposal of M Abbott and seconded by J. Mansfield it was RESOLVED that R. Bowness be elected Vice Chair for 2016/17.
93/2016 DECLARATIONS OF INTERESTS

94/2016 MINUTES
On the proposal of L. Read and seconded by S. Barton it was RESOLVED that the minutes of the meeting held on 6th April 2016 be approved and signed as a correct record.
95/2016 POLICE MATTERS
PCSO Peter Crome was welcomed and addressed the meeting he informed members of the various incidents that had taken place in the parish during the last month. He also spoke about the Cumbria Police website which was having a few teething problems but contained a wealth of information that may be of interest to members. He also added that his Inspector was keen to visit as many parish councils as he could so hopefully he will be attending a meeting in the near future.
96/2016 PUBLIC PARTICIPATION
A member of the public who declined to give her details addressed the meeting on a number of issues. She was concerned about the way the language in past minutes that have referred to ‘less abled’ and ‘the disabled’. She was concerned about the proliferation of poison pen letters that were being put through people’s doors and on their cars. (This matter was taken up by PCSO Crome outside of the meeting) and thirdly that dog owners had nowhere to exercise their dogs. Members responded to the comments and the person left the meeting.
Mrs. S Brown on behalf of the District Church Council addressed the meeting on the parish celebrations for the Queens 90th Birthday. She made a number of proposals which were well received and discussed further later in the meeting under that agenda item.
Shadow flicker and noise from the Waver bank turbine was raised on behalf of the residents of North Street, Fletchertown which will be reported by B. Finlay in his role of Borough Councillor
97/2016 CORRESPONDENCE
The April CALC Circular had been forwarded to councillors, there were no maters arising.
A letter of thanks had been received from Aspatria and District First Responders regarding the council’s donation
A document had been received and circulated on the Electoral review briefing.

A note had been received from the Pest Control Officer advising of an increased activity and that he would when passing make an additional visit at no extra cost.
A briefing paper on Local Government transparency in England had been received and circulated.
A response had been received from United Utilities to the concerns that Mr. Kelleher had regarding the drains in Baggrow. A copy of which had been sent to Mr. Kelleher for his information.

98/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting.
99/2016 ALLHALLOWS CENTRE
C Mackenzie addressed the meeting and was pleased to inform members that the heating in the room had been completed and also thanked J. Lister for the grant from his Members Allowance. informed members that new central heating was being installed in the front room with the assistance of some funding from Cllr J Lister’s personal allowance. The clerk was still trying to get an estimate from White Young Green for a structural Survey but R. Bowness had received a ball park estimate of £700 -
100/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay addressed the meeting and advised members that the Electoral Review was to deal with three main areas. These are size of the Borough Council i.e. number of councillors, Governance and Scrutiny and Ward Patterns. He also stated that only 25% of those eligible for Flood Relief Grant had taken up the offer. A Corporate Review had reduced the number of outside bodies the Borough Council will attend and support and there is currently an ongoing IT review. He also announced that as of next week Citizens Advice Allerdale will be in the Local Links in Aspatria but that appointments were necessary
J. Lister informed the meeting of the position regarding Blennerhasset Bridge and that the overgrown hedges in West Street, Fletchertown had been given a job number.

R. Bowness gave a brief report on the Allotments which were generally in good condition but a number had not been cultivated during the latter part of last year and asked that letters be sent to some allotment and hen pen holders reminding them of the terms of holding the same.
S. Barton was still working on setting up a Flood Action Group
106/2016 BLENNERHASSET BRIDGE
A pedestrian access across the river had been secured but there were as few issues which were being progressed. The County Council had now issued a closure notice to all traffic for 18 months.
107/2016 FLOODING ISSSUES
These were ongoing and it was asked to retain this as an agenda item for future meetings
108/2016 QUEEN’S BIRTHDAY CELEBRATION
Members consider a number of options including those proposed by S. Brown in Public Participation and decided together with the District Church Council and Community Centre to have a family picnic on 5th June 2016. They would also invite a resident to formally open the new play equipment, provide a plaque and a plant a tree.

The clerk informed the meeting that the new equipment has been installed.

J Mansfield will produce another edition of the newsletter and any items should be forwarded to her.
