A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 6th April 2016 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, B. Finlay (Borough Councillor), S. Barton, R. Bowness, L. Read, C Mackenzie and G. Edmondson
Also Present: T. Gear (Clerk), J. Lister (County Councillor) and one member of the public

69/2016 DECLARATIONS OF INTERESTS
None
70/2016 MINUTES
On the proposal of S. Barton and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 2nd March 2016 be approved and signed as a correct record.
71/2016 POLICE MATTERS
There was an apology from PCSO Peter Crome who was not on duty but a report had been circulated and summarized.
72/2016 PUBLIC PARTICIPATION
A member of the public raised issues regarding the sudden closure of Blennerhasset Bridge and the effects it was having on the communities on either side. If this is to be a lengthy closure, then there should be a public meeting and a temporary footbridge to ease the situation. B Finlay will speak to the CE of Allerdale and the clerk will write to Karl Melville at Highways drawing attention to the problems and seeking a temporary solution.
The member of the public also raised the flooding in Baggrow which in part appears to be due to the drains stopping working. As the water contained sewerage this appears to be a United Utilities responsibility who had been called and have made several visits including putting a camera down the drains but have not communicated what they found or their proposed solution. The clerk was asked to see what information could be ascertained by the Parish Council.
A letter had been received regarding the condition of the lay by opposite Allhallows Church, Mealsgate and the effect that this was having on the adjoining roadway. The clerk was asked to contact Highways to ascertain the ownership and also what if anything can be done to resolve the issue
73/2016 CORRESPONDENCE
The March CALC Circular had been forwarded to councillors, there were no maters arising.

A letter had been received from Aspatria District First Responders seeking financial assistance. On the proposal of G Thompson and seconded by M Abbott it was resolved to donate £50.00 to the organization.

74/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting.
75/2016 ALLHALLOWS CENTRE
C Mackenzie addressed the meeting and informed members that new central heating was being installed in the front room with the assistance of some funding from Cllr J Lister’s personal allowance. She thanked M Abbott and G Edmondson for their assistance with a recent fundraising event. She also advised that the committee were in the process of obtain quotes for various items of work. R. Bowness expressed concern about a crack which appears to be getting larger on the single story extension. Members indicated that a structural survey should be undertaken and the clerk was asked to obtain estimates for such a survey.
76/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay addressed the meeting and advised members that the last meeting of Allerdale Borough Council dealt with budget issues and the Council Tax resolution. The Leaders report indicated that there had been no progress on the devolution issues which the county faced.
J. Lister indicated that he had attended a number of Health Scrutiny meetings and was reminded of a number of Highway issues within the parish that were still not resolved.

81/2016 COUNCILLOR’S PORTFOLIO’S
G. Edmondson gave a brief report on the play park which was still very wet particularly so after the recent water leak.
R. Bowness gave a brief report on the Allotments which were generally in good condition but a number had not been cultivated during the latter part of last year.
S. Barton had attended an Open Forum in Cockermouth of the Flood Action Group which encouraged the setting up of a local Community Flood Action Group which would become affiliated to the national group.

This item was dealt with under Public Participation.
83/2016 FINANCIAL REGUATIONS
The clerk had circulated the new model Financial Regulations which was adopted.

This item was adjourned to the next meeting when hopefully J. Lister will have some feedback on this matter.
85/2016 GOVERNANCE STATEMENT
With the assistance of member’s, the clerk completed the Governance Statement as part of the External Audit process which was signed by the Chairman.
86/2016 ACCOUNTS
The accounts had been circulated by the clerk which were approved by those present and the Chairman signed the relevant part of the audit document.
87/2016 BUS No.39
The clerk read a letter from the service provider who was responding to the council concerning the sustainability of the route and the suggestion of amending the route to include Cumberland Infirmary. This proposal had been adopted.
88/2016 QUEEN’S BIRTHDAY CELEBRATION
Due to a lack of some additional information this matter was adjourned to the next meeting.
89/2016 PLAY PARK, FLETCHERTOWN
The clerk informed the meeting that the deposit had now been paid and the new equipment is likely to be installed at the end of the month.
90/2016 PROGRESS REPORTS
J Mansfield had produced another edition of the newsletter which was ready for delivery.
All but one rent had been received. A list of dates that the Pest Control Officer would be attending the allotments had been sent to all allotment holders. One had responded expressing concern about the effects of the poison on her cats. The clerk had responded to her concern.
Noticeboards will receive attention in the near future.
