A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 2nd March 2016 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, J. Mansfield, S. Barton, T. Bateson and G. Edmondson

48/2016 COUNCILLOR L READ
The Chairman explained briefly the reason for Councillor L Read’s continued absence which was accepted and the absence was authorized by those present on behalf of the Council.
49/2016 DECLARATIONS OF INTERESTS
None
50/2016 MINUTES
On the proposal of S. Barton and seconded by DA. Tinnion it was RESOLVED that the minutes of the meeting held on 3rd February 2016 be approved and signed as a correct record.
51/2016 POLICE MATTERS
There was an apology from PCSO Peter Crome who was not on duty.
52/2016 PUBLIC PARTICIPATION
J. Mansfield on behalf of regular users of the 39 Bus raised two issues. Concerns that the route may be discontinued and a request that the route be amended so that it passes Cumberland Infirmary in Carlisle. The clerk to approach Reays the provider to seek clarification.
53/2016 CORRESPONDENCE
The February CALC Circular had been forwarded to councillors and there were no maters arising.
A letter had been received from Sue Hayman MP advising that as of 1st March 2016 her constituency office is at the Town Hall, Oxford Street, Workington, CA154 2RS.

54/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including that he had forwarded papers relating to a possible breach of planning control in Baggrow to the Planning Compliance Officer at Allerdale Borough Council
55/2016 ALLHALLOWS CENTRE
The Chairman addressed the meeting advising that there was nothing to report apart from the up and coming events on 4th March Bingo and 12th March Quiz Night.
56/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay provided the meeting with a written report that was read by the clerk. Copy attached Report attached. All Councillors were attending a meeting of the full Allerdale Borough Council which was to discuss the budget

G. Edmondson gave a brief report on the play park which was still very wet. It was agreed that S. Barton and T. Bateson take on the portfolio for flooding within the parish and consider the preparation of a Community Action Plan

This is to be considered as part of the portfolio for flooding above
63/2016 PARISH SURVEY
The clerk advised that many of the points raised by the survey had been addressed in the last newsletter and he had not received any feedback.

This item was adjourned to the next meeting when hopefully J. Lister will have some feedback on this matter.
65/2016 QUEENS BIRTHDAY CELEBRATIONS
The clerk produced some information on Commemorative Medals. Information was also provided on an event that may be arranged by the Parochial Church Council. It was agreed to adjourn this item to the next meeting.
66/2016 PLAY PARK
The clerk advised members that the £10,000 from Awards for All will be in the bank on Friday 4th March and a grant from the Aspatria Charity Shop of £750.00 had been received and was in the bank. Members were advised of the amended quote which includes the provision of matting and agreed that the clerk should progress the order.
67/2016 PROGRESS REPORTS
J Mansfield will produce another edition of the newsletter in the near future and any items should be forwarded for inclusion.
Most allotment rents had now been received. The clerk is to send reminders to those outstanding.
Noticeboards will receive attention in the near future.
