Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 3rd February 2016 at 7.30pm.

PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, C. Mackenzie, J. Mansfield, B. Finlay (Borough Councillor), R. Bowness, S. Barton and G. Edmondson

Also Present: T. Gear (Clerk) and J. Lister (County Councillor), Mr. Geoff Armer (Clerk to Blennerhasset and Torpenhow Parish Council) and Mr. Bob Richardson (Parish Councillor Blennerhasset and Torpenhow Parish Council)


Apologies were received from Mr. T. Bateson (Co-opted Councillor), L. Read, PCSO Peter Crome and D. Wilson (Borough Councillor)

26/2016 COUNCILLOR L READ

The Chairman explained briefly the reason for Councillor L Read’s absence which was accepted and the absence was authorized by those present on behalf of the Council.


27/2016 DECLARATIONS OF INTERESTS

None


28/2016 MINUTES

On the proposal of G. Edmondson and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 6th January 2016 be approved and signed as a correct record.

On the proposal of J. Mansfield and seconded by M. Abbott it was RESOLVED that the minutes of the meeting held on 14th January 2016 be approved and signed as a correct record.


29/2016 POLICE MATTERS

There was an apology from PCSO Peter Crome who was not on duty.


30/2016 PUBLIC PARTICIPATION

Mr. B Richardson and Mr. G Armer addressed the meeting on a recent meeting between members of this council, the Environment Agency and Cumbria County Council to which their Council and their Borough and County Council Representative had not been invited about Blennerhasset Bridge. The Chairman explained that the meeting at which a representative of their council had been present was not about the bridge but was about boulders being placed in the river which local residents of this parish were concerned would increase the risk of flooding in this parish. It was agreed that if this council obtains any further information they would liaise with their council.


31/2016 CORRESPONDENCE

An e-mail update from Calc on behalf of Allerdale Borough Council Flood Recovery Group gave details of those properties which were flooded during the recent storms. Member requested that Morland House and Jalna both in Baggrow should be added to the list. The clerk to respond.

A letter had been received from the Clerk to Blennerhasset and Torpenhow Parish Council the contents had been dealt with under Public Participation above.

An e-mail had been received on the future of External Audit for Smaller Authorities which had been circulated for information.

A letter had been received from Wigton Baths Trust thanking the council for their donation of £50.00.

A letter from Allerdale Borough Council giving details of the Developer Contributions Supplementary Planning Document had been received and circulated.

A letter from Citizens Advice Allerdale seeking funding. As the position regarding the lead for bring the service to Aspatria was not clear it was decided adjourn any decision.

  

32/2016 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including that he had received an estimate for repairs to the tarmac at Allhallows Centre (another estimate was awaited) and an estimate from W. S. Reid for repairs to the noticeboard at Watch Hill and putting door restraints on all four new noticeboards. It was agreed to accept this estimate.


33/2016 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting stating that the centre had weathered the storms quite well but a section of guttering had come away and that some pointing was needed also some work to a drain was required.  She also had some concerns regarding the heater in the front room which was in need of attention. She thanked all those who were involved in the fundraising events at Christmas. There is a Quiz Night on Saturday 12th March.   


34/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay advised the council on a number of issues. Report attached.

J. Lister stated that we were no in the recovery stage following the storms in December/January and more bridges were opening. A budget meeting will be held in the near future. He also had a meeting today with the CEO of North Cumbria NHS Trust. He had also managed to contact Tim Sheilds regarding flooding at Gowrie and the encroachment of hedges on the footway at Fletchertown.

39/2016 COUNCILLOR’S PORTFOLIO’S

G. Edmondson gave a brief report on the play park which was still very wet and R Bowness gave a report on the allotments some of which are not being worked.  


40/2016 COMMUNITY EMERGENCY PLAN

The advice booklet will be re-circulated and will be discussed further at the next meeting


41/2016 PENSION AUTO-ENROLMENT

The clerk explained the need for the Council to be enrolled in a pension scheme. He advised of that enquires had been made of the Local Government Pension Scheme and the way to proceed. The Council RESOLVED to join the Cumbria Scheme on 1st July 2016 which is the staging date as required by the Pension Regulator   


42/2016 PARISH SURVEY

The clerk advised that many of the points raised by the survey were through lack of and some information not being in the public domain. J. Mansfield had addressed many of these issues in the newsletter which was ready for circulation  


43/2016 HEDGES - WEST STREET, FLETCHERTOWN

There had still had little response to any of the letter sent clerk to the occupiers of 1-10 West Street regarding the trimming of hedges. As the footpath was unfit for use by the disabled and pushchairs J. Lister has to raise the matter with Highways.


44/2016 BUS SHELTER

This was one of the issues discussed in the Parish Survey and it was felt that there were highway safety issues in erecting a shelter where the Bus Committee required and that it was inequitable to provide one at Fletchertown and not at Baggrow. On the proposal of G. Thompson and seconded by J. Mansfield it was agreed not to pursue the matter further.

   

45/2016 PLAY PARK

The clerk advised members that the application for £10,000 towards the replacement slides from Awards for All had received conditional approval. Once the monies are forthcoming an order will be placed with Playdale.

 

46/2016 PROGRESS REPORTS

J Mansfield had produced another edition of the newsletter which was ready for circulation.

Some allotment rents had now been received. One tenant had surrendered his allotment and it was agreed to let it to the next person on the waiting list.
