Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 6th January 2016 at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, C. Mackenzie, J. Mansfield, S. Barton and G. Edmondson

Also Present: T. Gear (Clerk) and J. Lister (County Councillor), B. Finlay (Borough Councillor), D. Wilson (Borough Councillor). Mr. Andrew Wren and Mr. Ian Smith (both residents of Gowrie)

Apologies were received from R. Bowness

01/2016 DECLARATIONS OF INTERESTS

None


02/2016 MINUTES

On the proposal of G. Edmondson and seconded by DA Tinnion it was RESOLVED that the minutes of the meeting held on 2nd December 2015 be approved and signed as a correct record.


03/2016 POLICE MATTERS

There was no apologies or report from the Police


04/2016 PUBLIC PARTICIPATION

Mr. I Smith and Mr. A Wren addressed the meeting on recent flooding incidents at Gowrie. They provided information as to the causes and possible solution to the problem which at its height was .9m in depth. J Lister agreed to take the matter on to the highways department.


05/2016 CORRESPONDENCE

An e-mail update from Radioactive Waste Management had been circulated for information.

An e-mail had been received on the future of External Audit for Smaller Authorities – Update one which had been circulated for information.

An e-mail had been received from Wigton Baths Trust in which they were seeking financial support. On the proposal of M Abbott and seconded by DA Tinnion it was RESOLVED to donate £50.00.

A letter of thanks had been received from the Great North Air Ambulance for the council’s donation.

A copy of the final bus panel report on the council’s proposal to erect a bus shelter had been received and is to be discussed together with the results of the Parish Survey

The CALC Circular for December and January had been received and circulated and there were no matters arising.

  

06/2016 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including that he had obtained confirmation that the defibrillator was now covered on the council’s insurance. All other matters were on the agenda


07/2016 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting stating that the centre had weathered the storms quite well but a section of guttering had come away and that some pointing was needed. The boiler had now been boxed in and a switch in the kitchen needed attention. There is a Quiz Night on Saturday 16th January.   


08/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D Wilson advised that all meetings at Allerdale had been cancelled following the floods. The next full council meeting is on 20th January 2016

B. Finlay advised that on 3rd December a meeting was held in the Library/Local Links at Aspatria and it was decided to register the building as a Community Asset. He also briefly explained the position regarding the proposal to invite CAB into Aspatria.

J. Lister stated that all County Officers were extremely busy and it was agreed by the council that all the agencies, MP, County and Borough Councillor’s had responded well to the disastrous flooding in December and should be congratulated. It was also noted that the events had brought communities together and brought out their best. All should be congratulated.

13/2016 COUNCILLOR’S PORTFOLIO’S

G. Edmondson gave a brief report on the play park which was still very wet.


14/2016 BLENNERHASSET BRIDGE

A verbal report was given on the meeting between some members, County Highways and the Environment Agency regarding concerns that boulders had been placed in the river Ellen and the effect that would have on times of high rainfall. The outcome was that the boulders had been placed to protect the bridge support and replace the gravel that had been washed away. During the meeting it was established that further work of a similar nature is now needed to the other support. The Council were also encouraged to produce a Flood Plan and to send photographs of flooding to the Environment Agency.


15/2016 PENSION AUTO-ENROLMENT

The clerk explained the need for the Council to be enrolled in a pension scheme. He advised of that enquires had been made of the Local Government Pension Scheme and the way to proceed. The Council RESOLVED to join the Cumbria Scheme on 1st July 2016 which is the staging date as required by the Pension Regulator   


16/2016 PARISH SURVEY

The clerk circulated the agenda and responses to be discussed at the meeting to be held at 7pm on 14th January 2015 in Allhallows Centre.


17/2016 HEDGES - WEST STREET, FLETCHERTOWN

There had been no response to any of the letter sent clerk to the occupiers of 1-10 West Street regarding the trimming of hedges. The area will be inspected and discuss again at the next meeting.


18/2016 DRAIN COVER, GOWRIE

 An e-mail and photographs of the cracked drain cover had been supplied by L Read which had been reported to County Highways. No further action required at this stage.


19/2016 PLAY PARK

The clerk advised members that an application for £10,000 towards the replacement slides had been submitted to Awards for All and the preliminary response is anticipated shortly.

 

20/2016 VACANCIES

Applications had been received from B Finlay, Borough Councillor and Mr. Tim Bateson of Morland House, Baggrow. It was agreed to co-opt both applicants to be Councillor’s to serve on the Council as of the next the next scheduled meeting on 3rd February.


21/2016 PROGRESS REPORTS

J Mansfield will produce another edition of the newsletter shortly and any items for inclusion should be forward.

Allotment rents are due next month and it was decide that they would remain at the same level as last year.

Any decision on the proposed bus shelter will be left until consideration of the Parish Survey
