Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 2nd December at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, C. Mackenzie, R. Bowness, S. Barton and G. Edmondson

Also Present: T. Gear (Clerk) and J. Lister (County Councillor)

Apologies were received from J. Mansfield, L Read, B. Finlay (Borough Councillor), D. Wilson (Borough Councillor) and PCSO Peter Crome

171/2015 DECLARATIONS OF INTERESTS

None


172/2015 MINUTES

On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 4th November 2015 be approved and signed as a correct record.


173/2015 POLICE MATTERS

PCSO Peter Crome gave his apologies but provided a written report of incidents in the parish since the last meeting.


174/2015 PUBLIC PARTICIPATION

 There were no members of the public present and no matters were raised on their behalf.

  

175/2015 CORRESPONDENCE

An e-mail had been received from Historic England confirming that the Mealsgate War Memorial had now been listed as a Grade II Listed Building.

An e-mail had been received Allerdale Borough Council regarding the Housing Study 2015: Stakeholder Consultation which had been circulated and précised.

An e-mail had been received and circulated from Allerdale Borough Council regarding Parking Charges Consultation. Two members had raised issues 1) Expressed concern on the removal of the reduced annual charge for the lower wage earners which was passed on and 2) the fact that charges were being removed from Maryport Car Parks when there is ‘on street’ parking and that in Wigton where there is no ‘on street’ parking the charges were being increased which had been sent direct to the council.

An e-mail had been received and circulated from British Red Cross regarding their Volunteer Promotion days.

An e- mail had been received and circulated from CALC regarding the Sector Led Body being set up to manage audit procurement and the options available to the council. It was agreed that the council did not wish to opt out.  

A letter had been received from Sue Hayman MP regarding letters received from Land Registry as a result of Lord Egremont claiming mineral rights The clerk had been responded.

An e-mail had been received from Alyson Mitchell advising that the defibrillator has now up and running and asking the council to insure the equipment which had been agreed. Apparently there is a community training event in January

An e-mail had been received confirming the approval of the Transport Services Senior Manager to the siting of a bus shelter at Fletchertown. It was agreed this matter to be considered further with the parish survey in January.

A letter had been received from Sue Hayman MP thanking the council for their letter regarding Police Budget cuts and confirming the present position.

An e-mail was circulated regarding the ARP minutes and Allerdale Borough Council budget consultation.

A newsletter from Connecting Cumbria had been circulated and noted.

An e-mail had been received from J. Lister about the various actions he had taken following the last meeting.

  

176/2015 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including that he had obtained a further estimate for the replacement slides and arranged a meeting regarding boulders being placed in the river Ellen. All other matters were on the agenda


177/2015 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting stating that the centre was very busy. Forthcoming events include Bingo Night on Friday, a Quiz Night on Saturday, Cockermouth Mechanics on 10th and   Christmas Carols with Harlequin Choir on 13th.   


178/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister gave details of the consultation on the County Council Budget. Members raised the flooding between Swiss Cottage and the Knowe at Baggrow with large quantities of rainwater coming from the fields through the field gate on to the road. It was agreed to raise this issue with Dave Harrison of County Highways following the meeting about Blennerhasset Bridge

B. Finlay provided a report that was circulated and a copy is attached.

183/2015 COUNCILLOR’S PORTFOLIO’S

G. Edmondson gave a report on the play park which included that the path was still flooding despite the kerbs being installed.


184/2015 GREAT NORTH AIR AMBULANCE

A letter had been received from the Great North Air Ambulance seeking financial support. On the proposal of M Abbott and seconded by G Thompson it was RESOLVED to donate £75.


185/2015 PARISH SURVEY

The clerk reported that he had now received 25 completed forms (or 10%). It was agreed that it would take time to go through them and that a separate meeting should be held on 14th January to decide the way forward.


186/2015 HEDGES - WEST STREET, FLETCHERTOWN

The clerk had written to the occupiers of 1-10 West Street regarding the trimming of hedges but no response has been received or work carried out. It was agreed to discuss again at the next meeting.


187 /2015 VACANCIES

Members were reminded that there were now two vacancies and efforts should be made to fill them as soon as possible.


188/2015 PROGRESS REPORTS

The latest edition of the newsletter had been circulated together with the Parish Survey.

Allotment 1A awaits completion but there is a resident who wishes to take it on.

The noticeboard in Baggrow had been erected.

Any decision on the proposed bus shelter will be left until consideration of the Parish Survey

The Odd Job Man had cleaned out the bus shelter at Watch Hill and it has been to inclement to carry out any further painting which will now be left until spring.
