Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 4th November at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, J. Mansfield, C. Mackenzie, R. Bowness, S. Barton and G. Edmondson

Also Present: T. Gear (Clerk), B. Finlay (Borough Councillor), and J. Lister (County Councillor)

Apologies were received from D. Wilson (Borough Councillor) and PCSO Peter Crome

152/2015 DECLARATIONS OF INTERESTS

None


153/2015 MINUTES

On the proposal of G. Edmondson and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 7th October 2015 be approved and signed as a correct record.


154/2015 POLICE MATTERS

PCSO Peter Crome gave his apologies but provided a written report of incidents in the parish since the last meeting. Members again expressed concern regarding vehicles being parked on George Moore Avenue right up to the junction with the B5299 and asked that this be brought to attention of the officer.


155/2015 PUBLIC PARTICIPATION

Following a recent near miss accident members asked if the bush in the garden of Cockgate, Gowrie could be cut down to improve visibility of vehicles approaching the junction from Aspatria. The clerk to contact Highways.

      Whilst the council have all footpaths in the parish trimmed once a year concern was expressed regarding the overgrown footpath to the rear of Croft House, Baggrow. The clerk is to contact County Public Paths with a view to it being trimmed more frequently by the landowner.

       Concern had been raised about the Environment Agency putting boulders in the River Ellen at Blennerhasset Bridge which is likely to increase the risk to flooding of parts of Baggrow. The clerk had been in touch with the Environment Agency Headquarters and was waiting for a response from the Penrith Office. He will chase a response.

  

156/2015 CORRESPONDENCE

The CALC circular for November had been circulated but there were no matters arising.

An e-mail had been received from Historic England regarding the making the Mealsgate War Memorial and Historic Monument which had been circulated and there were no objections.

An e-mail had been received the clerk to West Newton Parish Council regarding a proposed Solar Farm at West Newton ( Ref 2/2015/0620) and seeking the councils support in opposing the proposal. It was agreed that the council will object to the proposal on the basis of size, the fact that there is already one in a field nearby and the adverse effect on the visual amenity changing from agriculture to industrial.

An e-mail had been received and circulated from the Cumbria County Council regarding Cumbria Health and Wellbeing Strategy Consultation. Closing date 13th November 2015.

An e-mail had been received and circulated from Cumbria County Council regarding the consultation on new Council Plan, Budget Savings and new ways of working.

A newsletter had been received from the NFU on the proposed water level management board.  

Cumbria Minerals and Waste Local Plan 2014 – 2029 Supplementary Consultation had been received

A letter had been received from a resident regarding the un-kept hedges on West Street that were encroaching on the footway and the provision of suitable housing in Fletchertown for families. The clerk will obtain details of the offending hedges and write to the occupiers and will respond to the resident

  

157/2015 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including that he had received a communication from the solicitors acting for our insurers in the respect of the firework incident and hopefully a settlement will be reached and the matter resolved in the near future. All other matters were on the agenda


158/2015 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting stating that the centre was very busy. Forthcoming events include a Bonfire Night celebrations, Christmas Craft Day and a Quiz Night.   


159/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister gave details of the consultation on the County Council Budget, Management plan for the Shore Road and stated that he had attended a meeting at Cumberland Infirmary where it was announced that the PFI Company would be paying for the recent Fire Safety problems. The kerbs at the entrance to the play park had now been installed and wide path cleared.

B. Finlay discussed the proposed closure of the dentist surgery in Aspatria.

164/2015 BGUDGET AND PRECEPT FOR 2016/17

Members received a draft budget for 2016/17 which was agreed and they set the Precept at £9,000 for 2016/17


165/2015 COUNCILLOR’S PORTFOLIO’S

G. Edmondson gave a report on the play park. The clerk advised that he had a meeting arranged with Playdale to discuss the replacement of the slides.


166/2015 VACANCIES

Members were reminded that there were now two vacancies and efforts should be made to fill them as soon as possible.


167/2015 PROPOSED POLICE BUDGET CUTS

Members discussed the above which had been well documented in the local press and agreed that a letter be sent supporting the Chief Constables opposition and highlighting the effect that such cuts would have on rural communities.


168/2015 DEFIBRILLATORS IN TELEPHONE BOXES

An e-mail had been received from North West Ambulance Service regarding working with parish councils to place defibrillators in telephone boxes. It has already been agreed that the defibrillator that had been acquired as a result of local fund raising will be placed in the telephone box in Fletchertown.


169/2015 PROGRESS REPORTS


J. Mansfield produced another edition which had been circulated with the Parish Survey questionnaire.

Allotment 1A awaits completion but there is a resident who wishes to take it on.

The noticeboards in Baggrow and Gowrie will be erected in the near future.

The Odd Job Man had treated the two seats at Watch Hill, one seat at Gowrie and the seats at Baggrow and Pine Grove. The seats in Fletchertown will be treated weather permitting.

Cllr Mansfield had carried out a survey on the location of the bus shelter at Fletchertown which had highlighted that buses for Nelson Thomlinson and Beacon Hill Schools collect children from opposite sides of the road and enquires should be made to see if one of the routes can be amended so that children did not have to cross the road from the shelter to the bus.
