Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 7th October at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, J. Mansfield, C. Mackenzie, and G. Edmondson
Also Present: T. Gear (Clerk), D. Wilson (Borough Councillor), PCSO P. Crome, PCSO A. Ostle and J. Lister (County Councillor)

137/2015 DECLARATIONS OF INTERESTS
None
138/2015 MINUTES
On the proposal of G. Edmondson and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 2nd September 2015 be approved and signed as a correct record.
139/2015 POLICE MATTERS
PCSO Peter Crome introduced PCSO Alex Ostle who was in training and is likely to be employed in Cockermouth. He advised members that there had been a large barn fire in the parish which was still smoldering and the newsletter had been circulated. He also advised that he had a meeting with Kevin Cosgrove of Cumbria County Council Highways Department regarding traffic matters at Gowrie and Watch Hill. The clerk showed him a letter regarding a parking matter which he agreed to investigate. The officers were thanked for their attendance and left the meeting.
140/2015 PUBLIC PARTICIPATION
The above letter was read but it would be left to the police to deal.
The Chairman raised the issue of the sale of the Church Rooms which requires the Parochial Church Council to sell them as a Community Building. It was felt that there was no use for a further Community Building within the parish and the council would support their disposal on the open market.
141/2015 CORRESPONDENCE
The CALC circular for October had been circulated but there were no matters arising.
A letter from Allerdale Borough Council regarding Conservation Areas, Supplementary Planning Document was summarized.

A letter had been received from Aspatria Medical Group seeking funding for the provision of a citizens advice service at the centre which they believed would be beneficial impact on local residents. Members raised a number of questions which the clerk was asked to raise with the group
141/2015 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including that he had received a County Court Summons in respect of the firework incident which had been forwarded to the insurers. All other matters were on the agenda
142/2015 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting stating that all was going well and the centre was very busy. They have bookings from NHS Direct, Age Concern and Foster Care. There was a discussion on whether the centre would benefit from Wi Fi and the upgrading of the heating system as the gas usage was unsustainable. It was decided that these matters were for the Management Committee to decide. Forthcoming events include a Table Top sale on Saturday, Bonfire Night celebrations, Tack Sale, Jazz Night and a Quiz Night.
143/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
D Wilson advised that:-
M Sports planning application had now been approved by amending the noise monitoring condition.
Strawberry How planning application had now been referred to the Local Government Ombudsman but there was no decision.
Lidl at Maryport had now been given the go ahead and work would start shortly.
Sharon Sewell, Head of Governance had be allocated Aspatria as an area of responsibility.
J. Lister stated that the finger post was on the list and it now appeared that the kerbs at the entrance to the play park had been marked out
B. Finlay was unwell but had provided a written report that was read to the meeting and is attached.

G. Edmondson gave a report on the play park which included that she had cleared the litter.
149/2015 VACANCIES
Members were reminded that there were now two vacancies and efforts should be made to fill them as soon as possible.
150/2015 PROGRESS REPORTS
J. Mansfield will produce another edition in the very near future which will be circulated with the questionnaire.
Allotment 1A awaits completion but there is a resident who wishes to take it on.
The council will arrange for the location of the proposed new bus shelter to be circulated to residents for their comments and to ensure that it will be used.
The estimate for the replacement of the noticeboards in Baggrow and Gowrie had been received and totaled £1,120 plus VAT. It was RESOLVED that these should be purchased and erected.
The Odd Job Man had treated the Noticeboards and was asked to paint all seats owned by the Council in the parish
