Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 2nd September at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, R. Bowness, S. Barton, C. Mackenzie, and G. Edmondson

Also Present: T. Gear (Clerk), D. Wilson (Borough Councillor) B. Finlay (Borough Council, PCSO P Crome and J. Lister (County Councillor)


Apologies were received from J. Mansfield and L. Read

Councillor M. Abbott in the Chair

Before the commencement of the meeting the Chairman informed members of the sudden death of Councillor A. Turner and a minutes silence was held.


119/2015 DECLARATIONS OF INTERESTS

None


120/2015 MINUTES

On the proposal of DA. Tinnion and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 1st July 2015 be approved and signed as a correct record.


1215/2015 POLICE MATTERS

PCSO Peter Crome advised members that there had been no incidents to report and the newsletter had been circulated. The clerk showed him a letter regarding an ongoing matter that he had just received for his information. He was thanked for his attendance and left the meeting.


122/2015 PUBLIC PARTICIPATION

The above letter was read but it would be left to the police to deal.


123/2015 CORRESPONDENCE

An e-mail had been received from L. Read in which she raised the following matters that affected the parish.

Baggrow Lonning. This had been reported to Highways (Ref. 12/1357266)

BMW Car. This was reported to PCSO Crome

Leylandii. The clerk is top write to the Centre Committee Chair

Covered Manholes, Baggrow. This was reported to Carl Melville, Highways Manager   

A letter had been received from Cumbria Trust regarding the GDF – Call for Evidence. B. Finlay had prepared a response on behalf of the Aspatria Rural Partnership.

An e-mail had been received from Allerdale Borough Council regarding the consultation on the draft local validation requirements.

A letter had been received from the NFU regarding the proposed internal drainage board for the Waver and Wampool together with a questionnaire which the clerk was asked to complete on behalf of the Council.

A letter of thanks for the Councils donation towards Allhallows Centre new boiler had been received and was noted.

A copy of a management plan for the Leesrigg Plantation had been received and noted.

The second instalment of the precept had been received

A notice of an application to register Mines and Minerals on the Councils title

had been received from Land Registry. It was agreed not to take any action.

  

123/2015 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including that he had obtained statements about the firework incident that had been submitted to the insurers. All other matters are on the agenda


125/2015 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and produced copies of a leaflet that gave details of the Autumn/Winter Events to be held in the Centre. She reported that although the centre was the busiest that it had ever been the Committee were still low on funds.

C. Mackenzie also wanted her thanks put on record to all those who helped at and supported events in the Centre.


126/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D Wilson advised that:-

M Sports planning application still awaited the outcome of the Judicial Review.

Strawberry How planning application had now been referred to the Local Government Ombudsman.

Lidl at Maryport had been delayed because of information required by Sport England.

Sharon Sewell, Head of Governance had be allocated Aspatria as an area of responsibility.

Allerdale Borough Council and Sue Harman MP were to fight the closure of Workington Magistrates’ Court.

B. Finlay advised the meeting of a meeting that had been held in June with Iggesund regarding the HGV’s on the A596. He also mentioned the National Grid preferred route and that a third round of consultation was about to commence.

J. Lister stated he was to have a meeting with the head of Cumberland Infirmary and that he was seeking the projected running costs of the new leisure Centre from Allerdale Borough Council. He was asked to pursue Highways for kerbs at the entrance of the Play Park, Fletchertown to prevent flooding and damage to the play park


127/2015 OUTSIDE BODIES

The Chairman reported on a recent Neighbourhood Forum meeting that was held in Silloth and only dealt with matter that related to Silloth. J. Lister agreed to look into the matter


128/2015 PLANNING MATTERS

Applications for consultation


PB/2015/0048. During the recess the clerk had been approached by the leader of the Community Group that had raised money for a defibrillator in Fletchertown who was disappointed that the siting of the machine in the telephone box had not been supported by the Council. Following new information and after consultation with the Chairman it was agreed to withdraw the council’s objection and support the proposal. Allerdale Borough Council were informed accordingly

131/2015 COUNCILLOR’S PORTFOLIO’S

G. Edmondson gave a report on the play park as did R. Bowness on the allotments.



132/2015 FLOODING AND CONDITION UNCLASSFIED ROAD (BAGGROW LONNING)

The clerk had received a complaint from a local resident regarding the above which had been reported to Highways.12/1357266 (also mentioned by L Read above)


133/2015 EXTERNAL AUDIT

The meeting was informed of the outcome of the external audit which found the accounts to be in order and the annual return was approved and accepted.


134/2015 VACANCIES

Members were reminded that there were now two vacancies and efforts should be made to fill them as soon as possible.


135/2015 PROGRESS REPORTS

J. Mansfield will produce another edition in the near future.

Letters had been sent to the tenants of allotments 2 & 4 regarding the condition and apparent non-use. The clerk had received one response from a tenant who had problems but would take steps to use or surrender the allotment and C Mackenzie was aware of the difficulties being experienced by the other.

An application for the position of Odd Job Man had been received and after discussion was accepted. The first task being to treat the new noticeboards.

The estimates for the replacement of the noticeboards in Baggrow and Gowrie were still awaited.

A site visit had taken place with representatives of the County Council, Police and Council to discuss the siting of a bus shelter. A report is now being submitted to the relevant committee at the County Council and if approved this Council will have to carry out a survey to ensure that it will be used by the children and their parents
