Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 3rd June 2015 at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, A. Turner, L. Read, DA Tinnion, R. Bowness, C. Mackenzie, S. Barton, J. Mansfield and G. Edmondson

Also Present: T. Gear (Clerk), B. Finlay (Borough Councillor) and J. Lister (County Councillor)

Apologies were received from D. Wilson (Borough Councillor),

Councillor M. Abbott in the Chair


86/2015 DECLARATIONS OF INTERESTS

None


87/2015 MINUTES

On the proposal of R. Bowness and seconded by G. Edmonson it was RESOLVED that the minutes of the meeting held on 14th May 2015 be approved and signed as a correct record.


88/2015 POLICE MATTERS

There were no apologies for report from the police.


89/2015 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on behalf of the residents of the Parish.


90/2015 CORRESPONDENCE

The June CALC Circular had been circulated to members and there were no matters arising

Letter from the NFU inviting a representative to a briefing meeting regarding the proposed Internal Drainage Board for Waver/Wampool to be held at 7.30pm on 2nd July 2015 at Newton Arlosh Parish Hall.


91/2015 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including that work had commenced on the land adjacent to the Centre car park, the accounts had been submitted to the external auditor and the noticeboard had been erected on the bus shelter at Watch Hill.


92/2015 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and gave an overview of the funding for the new boiler and members confirmed their donation of £750.00 towards the total cost of the project. She also informed members of a new venture that Sunday Lunches will be available in the centre on the 1st Sunday in the month, the Pizza Night had been a success and there was a Quiz Night with Pie and Peas on 13th |June 2015


93/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay outlined the Allerdale AGM with L Davis being re-appointed Mayor and B. Bacon being his deputy. B. Jefferson had been appointed to the Executive responsible for Tourism and Culture. He also advised that Town Centre Manager were expected to get involved not only with the towns but also the parishes.

J. Lister mentioned the he had been on a visit to the new West Cumberland Hospital and found it to be an excellent facility. He agreed to follow up the kerbs at the play park and sign post at Fletchertown.

99/2015 VACANCIES

An application had been received from L Read for co-option. All agreed to co-opt L. Read as a Councillor who signed the relevant Acceptance of Office and took her place as a Councillor. The clerk reported that there was still one other position to be filled and applicants should in the first instance write to the clerk.


100/2015 OVERVIEW AND SCRUTINY WORK PLAN

Members discussed items they wish to have consider which included:-

Footway Lighting – on the basis that two years on there is no resolution

Bed space in Residential Homes – concerns that these were being deliberately     allowed to occur

Unitary Authority – this is seen as a way of saving money

Future of Local Links in Aspatria –which is not functioning as announced when it              opened


101/2015 PROGRESS REPORTS

J. Mansfield will produce another edition in the near future.

Nothing to report on the allotments.

Enquires remain in hand to recruit an odd job man.

It was agreed to proceed with the replacement of the noticeboard in Fletchertown.

The possible location for a bus shelter at Fletchertown was still awaited. Both J. Lister and the clerk were chasing a response.
