A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 1st April 2015 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, A. Turner, L. Read, DA Tinnion, C. Mackenzie, S. Barton and G. Edmondson
Also Present: T. Gear (Clerk), D. Wilson (Borough Councillor), B. Finlay (Borough Councillor) and J. Lister (County Councillor)

49/2015 DECLARATIONS OF INTERESTS
None
50/2015 MINUTES
On the proposal of L. Read and seconded by DA. Tinnion it was RESOLVED that the minutes of the meeting held on 4th March 2015 be approved and signed as a correct record.
51/2015 POLICE MATTERS
PCSO Peter Crome gave his apologies but produced a report of incidents since the last meeting which had been circulated and was noted.
52/2015 PUBLIC PARTICIPATION
There were no members of the public present and no matters were raised on behalf of the residents of the Parish.
53/2015 CORRESPONDENCE
The April CALC Circular had been circulated to members and there were no matters arising

Changes to the smaller authorities’ local audit and accountability framework had been circulated and the changes to the current year were discussed
ARP minutes had been circulated with the next meeting being 30th April at 2pm and members were asked for their availability w/c 29th June
The clerk advised of an email from CALC and the Transparency code for smaller authorities and the implications for the Council.
54/2015 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including that there had been no response from the Bus Infrastructure Group regarding the siting of a bus shelter. Dog fouling had been reported to the Street Scene Officer and Allerdale Borough Council had been asked to remove the re-
55/2015 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised members that the Centre had just had a very successful weekend. The committee had a project to replace a rear door with UPVC and workmen had been asked to inspect the roof and chimney stack as it was raining in.
56/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
D. Wilson stated that as Councils were now in purdah there was not a lot happening. B. Finlay outlined Allerdale Borough Councils proposal for dealing with the removal of footway lights by ENW and the impact that this would have on this parish and the precept. J. Lister mentioned the County Council budget and agreed to follow up the kerbs at the play park and sign post at Fletchertown.

The clerk informed the meeting of the timetable and progress of the election and assisted those who required assistance to complete the relevant Nomination and Acceptance forms which he would take to Allerdale House before the 9th April.
63/2015 PROGRESS REPORTS
The next Newsletter has been completed and the Chair asked various members and residents to assist with the circulation.
Nothing to report on the allotments.
Enquires remain in hand to recruit an odd job man.
A further detailed estimate amounting to £545.00 plus VAT had been received from a local contractor for the replacement of the noticeboard at Watch Hill. On the proposal of M Abbott and seconded by G Thompson it was RESOLVED to accept the estimate.
The possible location for a bus shelter at Fletchertown was still awaited
Members were reminded that the Annual Parish Meeting and Annual Parish Council Meeting will be at 7.00pm on Thursday 14th May 2015
