A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 4th March 2015 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, G. Thompson, J. Mansfield, L. Read, DA Tinnion, C. Mackenzie and G. Edmondson

33/2015 DECLARATIONS OF INTERESTS
None
34/2015 MINUTES
On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 4th February 2015 be approved and signed as a correct record.
35/2015 POLICE MATTERS
PCSO Peter Crome addressed the meeting and gave an overview of crime in the area and the options the Police had at their disposal for dealing with offenders. The officer also produced a report that had been circulated to members.
36/2015 PUBLIC PARTICIPATION
There were no members of the public present and no matters were raised on behalf of the residents of the Parish.
37/2015 CORRESPONDENCE
The March CALC Circular had been circulated to members and there were no matters arising
A letter of support had been received from a resident for a bus shelter at the crossroads of Front Street and the B5299.

A letter from the Recycling Officer at Allerdale Borough Council was read regarding the review of ‘bring sites’. It was agreed that the ‘purple bag scheme was working well and the ‘bring site could be removed from its land.
The clerk advised of an email from CALC and the Transparency code for smaller authorities and the implications for the Council.
The clerk referred to the NALC Legal Topic Note on Parish and Community Council Meetings that had been circulated
Members were made aware of a letter from the Pensions Regulator and the need to have a nominated contact. It was agreed that the clerk is the contact.
A further letter had been received from our insurers advising that they had denied liability for the defective firework in the 2013 incident and had forwarded the claim to the firework supplier.
A practical guide for parish councils on Affordable Rural Housing had been received
38/2015 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including receipt of two letters of thanks from CAB and Wigton Baths Trust for their respective donations. A letter from County Highways and that they would be carrying out a camera survey at Gowrie and probably installing an additional drain. A letter that had been sent to County Highways regarding the site for a bus shelter had been forwarded to the Bus Infrastructure team who should respond to the clerk
39/2015 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised members that there were two areas that were raining in but the exact leak was difficult to locate and there were some minor repairs that need attention. There are a number of up and coming events including a Tack Sale on 27th March and a Tribute Evening on 28th March.

44/2015 COUNCILLOR’S PORTFOLIO’S
R Bowness gave a report on the allotments. All rents that were due had been paid. Some of the allotments that were covered by carpets had been removed. Work to allotment No1 had been delayed because of the wet weather and members agreed that this should be adapted for use by the less abled.
45/2015 PLAY PARK PROPOSALS
The annual inspection had now been carried out and the report had been circulated to members. The report was in the same vain as previous years and the council were working towards replacing some of the items of equipment that were ending their useful life.
46/2015 FOOTWAY LIGHTING
The update was contained within the report from B. Finlay and in essence amounted to the Scrutiny Committee rejecting the Sub Committee recommendation and accepting the Portfolio holder’s proposal.

Enquires remain in hand to recruit an odd job man.
A competitive estimate had been received from a local contractor who gave a guide price for the three new noticeboards. Members asked that this be broken down for discussion at the next meeting.
