Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 4th February 2015 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness, A. Turner, G. Thompson, S. Barton, S. Read, DA Tinnion, C. Mackenzie and G. Edmondson

Also Present: T. Gear (Clerk) and D. Wilson (Borough Councillor), B. Finlay (Borough Councillor) and J. Lister (County Councillor)

Apologies were received from J. Mansfield, S. Read and PCSO 5214 Peter Crome

17/2015 DECLARATIONS OF INTERESTS

None


18/2015 MINUTES

On the proposal of R. Bowness and seconded by S. Barton and it was RESOLVED that the minutes of the meeting held on 7th January 2015 be approved and signed as a correct record.


19/2015 POLICE MATTERS

There were apologies from PCSO Peter Crome who had produced a report that had been circulated to members.


20/2015 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on behalf of the residents of the Parish.


21/2015 CORRESPONDENCE

The February CALC Circular had been circulated to members and there were no matters arising

A letter seeking financial support for work in the area had been received from Citizens Advice Allerdale. On the proposal of M Abbott and seconded by G. Thompson it was agreed to donate £75.00

An e-mail and letter had been received from Wigton Baths Trust seeking a donation to its running costs of the baths which is an asset to the residents of the parish. On the proposal of M Abbott and seconded by R Bowness it was agreed to donate £50 to this cause.

Information on grants from the Neighbourhood Forum had been received and noted.

The clerk advised of Allerdale Borough Councils progress on making Dog Control Orders and the recent change in legislation which require further consultation to be undertaken before Public Spaces Control Orders can be made.

Allerdale Borough Council were advising that the delayed Play Park Inspections had now commenced

Members were made aware of the Allerdale Borough Council Scrutiny Sub-Committees recommendations regarding the removal of footway lights and agreed to support those recommendations.

A further letter had been received from our insurers requesting evidence that the firework which caused injury and damage in 2013 was defective. This evidence was supplied.


22/2015 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting


232015 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and advised members that the centre had received damage to the guttering during the recent storms and was also in need of some re-pointing.

There is an up and coming Quiz Night and the Tea Room will be open 1 Sunday a month from March onwards.


24/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D. Wilson advised members that Allerdale Borough Council had rejected his motion to return to the committee system. He had had a meeting with the Chief Executive but there was nothing new for North Allerdale.

B Finlay advised the meeting that during the debate on the above motion the Labour Executive had been quite bullish about their spending on projects in Workington. He also gave information on the full proposals for extending the speed limit at Fletchertown which did not go to the Joint Committee. He also gave information on the setting up of a Housing Trust but evidence suggested that rural parishes were not up for it.  

J. Lister agreed to chase highways on a number of outstanding issues and informed the meeting that although the County Council had to save money that new County Council Headquarters will go ahead. He had also received a request from a resident for a bus shelter at George Moore Avenue and the B5299. Members had received a similar request some years ago but a suitable location could not be found. The clerk was asked to contact the County Council if they could suggest a suitable location.

28/2015 WEST CUMBRIA FUTURE STRATEGY PROJECT

Representatives of United Utilities gave a presentation on the work that they will have to undertake when water supply for West Cumbria will come from a different source.

 

29/2015 PLAYPARK PROPOSALS

The clerk informed the meeting that he was still waiting for estimates from Playdale.


30/2015 COUNCILLOR’S PORTFOLIO’S

R Bowness gave a report on Allotment No1. He also asked that a letter be sent to allotment holders that use carpets as weed control seeking their removal. The clerk informed the meeting that most of the rents had been collected. He also advised that he had received a letter of termination notice had been received from the tenant of Allotment No7and that he had also received two letters of application for that allotment. One from a new couple to the parish and one from and existing tenant who would give up his existing allotment. Following a vote it was agreed that the existing tenant will be offered Allotment No7 and the new couple would be offered that tenants existing Allotment No2.

The clerk also advised that he had received as letter form an existing allotment holder seeking to half their allotment and a letter from a new tenant who would take on the other half. As this was not a sub-letting it was agreed


31/2015 PROGRESS REPORTS

Enquires remain in hand to recruit an odd job man.

An estimate had been obtained but others were awaited for replacement noticeboards within the parish.
