Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 7th January 2015 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness, A. Turner, J Mansfield, S. Barton, L. Read and G. Edmondson

Also Present: T. Gear (Clerk) and D. Wilson (Borough Councillor), and J. Lister (County Councillor) PCSO 5214 Peter Crome

Apologies were received from G. Thompson, D.A. Tinnion, C. Mackenzie and S. Read

1/2015 DECLARATIONS OF INTERESTS

None


2/2015 MINUTES

On the proposal of A. Turner and seconded by M. Abbott and it was RESOLVED that the minutes of the meeting held on 3rd December 2014 be approved and signed as a correct record.


3/2015 POLICE MATTERS

There were apologies from PCSO Peter Crome who had produced a report that had been circulated to members.


4/2015 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on behalf of the residents of the Parish.


5/2015 CORRESPONDENCE

An e-mail had been received from United Utilities regarding the West Cumbria Future Strategy Project seeking the Councils views on whether they wished a presentation on the above. It was agreed to invite their representative to the next meeting.

The clerk summarized an e-mail that had been received from CALC on Precept Capping, the increase in the Section 137 allowance and Transparency Code.

A copy of the Register of Electors had been received for official use.

The clerk advised of Allerdale Borough Councils Budget Consultation and members were encouraged to visit the website and make comments on the proposals.

Allerdale Borough Council were consulting on the new Council Plan for 2015 -19

and members were encouraged to visit the web site and make comments (www.haveyour say.org.uk).

Members were made aware the NALC briefing on the report of the Communities and Local Government Select committee concerning the operation of the National Planning Policy Framework.

An e-mail had been received advising of the delay in the annual playground inspections which now should take place in January.

The FORCE December Newsletter had been circulated to members.

A notice on Transitional period for the amendment of the registers of Common Land and Village Greens had been received and displayed on the noticeboards


6/2015 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting


7/2015 ALLHALLOWS CENTRE

C. Mackenzie had tendered her apologies but the Chairman advised members of as Jazz Night this Saturday night.


8/2015 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D. Wilson advised members of a number of issues including his motion to the Full meeting of Allerdale Borough Council that they should return to the committee system and not leave important decisions to the Executive that only consist of seven members.

J. Lister informed the meeting that he had been involved with the County Council Scrutiny that had been dealing with the fibre garden and the new County Council Headquarters. He had also  been in the company of Liz Shaw who is the officer responsible for Allerdale County Councillor’s and had stressed the positives of the area. Concerns were raised by members regarding the closure of the Cockermouth Registrars’ Office and that Residents requiring Residents Parking Permits had to travel to Lillyhall to acquire them.  Although he had reported a number of items following the last meeting he was asked to follow up the flooding at Gowrie, kerbs at the entrance to the play park and the sign post at Fletchertown.

12/2015 GOVERNMENT CONSULTATION ON PARISH POLLS

The clerk read and e-mail from CALC on the above and it was agreed to support the proposals


13/2015 PLAYPARK PROPOSALS

The clerk informed the meeting of two estimates for the replacement of the two slides both were very expensive and the clerk was asked to obtain a further estimate from Playdale and also look into possible funding streams.


14/2015 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that Garden No 1 was almost ready to let but required a machine to level it. It was agreed the cost would be met by the Council. He also raised the condition of Gardens 4 and 10 both of which had not been worked in the last 12 months and the later was covered in carpets. It was agreed that the tenants be informed accordingly. The clerk informed the meeting that he would be sending out rent letters later this month and it was agreed that the cost of a full allotment be increased to £20 and half to £15.

Enquires remain in hand to recruit an odd job man.

Estimates are being obtained for replacement noticeboards within the parish.
