Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 3rd December 2014 at 7.30pm.

PRESENT: Messrs. M. Abbott, DA Tinnion, R. Bowness, C. Mackenzie, A. Turner, and G. Thompson

Also Present: T. Gear (Clerk) and D. Wilson (Borough Councillor), B. Finlay (Borough Councillor) and J. Lister (County Councillor)  

Apologies were received from G. Edmondson and J. Mansfield

157/2014 DECLARATIONS OF INTERESTS

None


158/2014 MINUTES

On the proposal of G. Thompson and seconded by A. Turner and it was RESOLVED that the minutes of the meeting held on 12th November 2014 be approved and signed as a correct record.


159/2014 POLICE MATTERS

There were no apologies and no police report.


160/2014 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on behalf of the residents of the Parish.


161/2014 CORRESPONDENCE

CALC Circular for December and January 2015 had been circulated and there were no matters arising.

A letter had been received from the Police and Crime Commissioner wishing to recruit several new members West Cumbria Independent Custody Visiting Scheme.

An e-mail had been received from Connecting Cumbria giving a progress report on the roll out of Superfast Broadband in the parish. Fletchertown is likely to be connected in April and Baggrow in June 2015.

The clerk advised of a Public meeting to be held at Cockermouth Town Hall on Tuesday 9th December at 7pm to discuss the Cumbria Flood Risk Management Strategy.


162/2014 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting


163/2014 ALLHALLOWS CENTRE

The C. Mackenzie addressed the meeting and informed members that the Centre events coming up included a Quiz Night, Christening, and a Christmas Bingo session. Work was also on going to repair the recent storm damage when the centre suffered the loss of some slates and guttering.


164/2014 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D. Wilson advised members of developments with the Leisure Centre at Workington and that he was challenging the financial arrangements.

B Finlay addressed the meeting and advised members of the attempt by officer of the County Council to increase the speed limit at Fletchertown that was rejected by the County Council. He also gave an update from the last Aspatria Rural Partnership meeting.

J. Lister informed the meeting that he had reported a number of items raised at the last meeting but was asked to bring to attention a request for kerbs at the Play Park as water is running down the road and into the Play Park, the obstruction of a way for flood water to escape at Gowrie and water that was rising out of the highway drain adjacent to the Old School House, Fletchertown and running down the road

167/2014 BUDGET AND PRECEPT

The clerk had circulated a draft budget was considered by member and on the proposal of DA Tinnion and seconded by A. Turner it was RERSOLVED to set the Parish Precept at £9,000 for the financial year 2015/16


168/2014 FOOTWAY LIGHTING

Members received an update on the proposals of ENW, Allerdale Borough Council and Cumbria County Council to deal with this issue.


169/2014 ASPATRIA TRANSPORT GROUP

Phil Roberts failed to attend the meeting and members felt that they were unable to determine his application without further information. No decision was made regarding the group’s request for funding.


170/2014 COUNCILLOR’S PORTFOLIO’S

No matters were raised or update given by any portfolio holder.

 

171/2014 PROGRESS REPORTS

The next Newsletter should be completed in the near future. Any articles to be forwarded to J Mansfield.

Work to clear allotment no 1 was ongoing.

The clerk had met two play Park Equipment supplier to discuss the slides and they had provided some drawing and prices which will be brought to the next meeting

Flooding at Gowrie was in hand and J. Lister is to provide a report at the next meeting.

The clerk had not received any further correspondence about the firework incident and it was agreed to remove the item from the agenda unless further correspondence is received.

Enquires remain in hand to recruit an odd job man.

Estimates are being obtained for replacement noticeboards within the parish.

Untidy site at the end of South and North Street, Fletchertown will be cleared and ploughed in spring.
