Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 12th November 2014 at 7.30pm.
PRESENT: Messrs. M. Abbott, DA Tinnion, R. Bowness, S. Barton, G Edmondson, C Mackenzie, A. Turner, L. Read, S. Read, G. Thompson and J. Mansfield
Also Present: T. Gear (Clerk) and B. Finlay (Borough Councillor)
Apologies were received from D. Wilson (Borough Councillor) and J. Lister (County Councillor)

140/2014 DECLARATIONS OF INTERESTS
None
141/2014 MINUTES
On the proposal of R. Bowness and seconded by G Edmonson and it was RESOLVED that the minutes of the meeting held on 1st October 2014 be approved and signed as a correct record.
142/2014 POLICE MATTERS
The apologies of PCSO 5214 Peter Crome who was not on duty were received. Copies of the police report for September and October were circulated as was the newsletter. There were no matter arising.
143/2014 PUBLIC PARTICIPATION
There were no members of the public present and no matters were raised on behalf of the residents of the Parish.
144/2014 CORRESPONDENCE
A letter from the NFU on the Proposed Internal Drainage Board for the Waver Wampool Area was summarized and noted.
A letter had been forwarded by J Mansfield that dealt with a freedom of Information request as to the cost of the review of speed limits and the cost of the proposed changes which was disclosed as £25,024.42. Members considered this to be a waste of money particularly as the County Council have to save £83 million.
A letter had be forwarded on behalf of B Finlay, Chair of ARP who had become increasingly frustrated by the lack of information about the Superfast Broadband
Roll out that had been sent to Rory Stewart MP who is the Broadband Champion.
The Clerk explained the changes to the Quality Parish which is will evolve into the Local Council Award Scheme from January 2015.
Information on the County Council Securing Your Future Consultation Public Drop in Sessions was communicated.
Members assisted the clerk to complete the County Councils Public Budget Consultation 2015/16.
CALC Circulars for October and November had been circulated and there were no matters arising
Members were made aware of the details of the CALC AGM to be held 10.30am on Saturday 15th November 2014 at the Market Hall, Wigton. A. Turner will be representing the council.
The next meeting of Allerdale CALC will take place on Thursday 11trh December at Allhallows Centre.
Members were reminded that the consultation on the National Grid North West Connection closes on 28th November.
A letter of thanks had been received from the Great North Air Ambulance for the Council’s donation of £100 towards their running cost.
145/2014 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting
A letter had been sent to a resident regarding the use of the small recreation
also an article had been in the last Newsletter.
Phil Roberts had been invited to attend the meeting to speak about his application for funding of the Aspatria Transport Group but was unable to attend as he had a prior engagement.
A sign had been purchased and erected by R Bowness asking patrons of the centre not to obstruct Mr. Pegler’s access.
I had contacted the Allerdale Credit Union seeking a copy of their business plan but none has been forthcoming or contact made.
146/2014 ALLHALLOWS CENTRE
The Chairman addressed the meeting and informed members that the Centre recently had recently suffered the loss of some slates and guttering. There is to be a Quiz Night on 13th December, a Food Frenzy in aid of the Aspatria and District Responder’s, a Table Top Sale on 22nd November and Food Tasting on 21st November. Members were made aware that the centre was exploring obtaining a W fi system which would be of great benefit to the users of the centre.
147/2014 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B Finlay addressed the meeting and gave an update on the Solar Park at Aspatria and Footway Lighting. He also informed members that he had objected to the alteration to the speed limit on the approach to Fletchertown and intended to attend the JCC meeting on 20th November.

151/2014 FOOTWAY LIGHTING
Members were concerned that there was no further information available as to where the footway lights would be relocated and asked the clerk to write to ENW seeking this information.
152/2014 ASPATRIA TRANSPORT GROUP
Phil Roberts was unable to attend the meeting but felt that they were unable to determine his application without further information. The clerk was asked to invite him or a member of the group to the next meeting of the Council
153/2014 COUNCILLOR’S PORTFOLIO’S
As a number of members were absent at the last meeting they were asked if they had any particular interest on which they wished to hold a portfolio. None was forthcoming.
154/2014 OPEN AND ACCOUNTABLE GOVERNMENT
The model protocol on the recording and filming of Council and Committee Meetings was discussed further and there were strong objection to there being direct link to social media. It was agreed to delete that paragraph and the remainder of the protocol was adopted
155/2014 PROGRESS REPORTS
The last Newsletter had been circulated and the next Newsletter should be completed in the near future. Any articles to be forwarded to J Mansfield.
R. Bowness reported that work to clear allotment no 1 was ongoing.
The clerk had met one play Park Equipment supplier to discuss the slides and another was attending tomorrow. When the proposals and estimates had been received they would be brought to council.
Flooding at Gowrie was in hand and J. Lister is to provide a report at the next meeting.
The clerk had not received any further correspondence about the firework incident. The Chairman thanked R. Bowness for the work he did organizing this year’s bonfire and firework display
Enquires remain in hand to recruit an odd job man.
Estimates are being obtained for replacement noticeboards within the parish.
Untidy site at the end of South and North Street, Fletchertown had been reported to the Planning Compliance Officer at the Borough Council.
