Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 1st October 2014 at 7.30pm.


PRESENT: Messrs. M. Abbott, DA Tinnion, R. Bowness, S. Barton, G Edmondson, C Mackenzie and A. Turner.

Also Present: T. Gear (Clerk) and B. Finlay (Borough Councillor)

Apologies were received from L. Read, G. Thompson, S Read, D. Wilson (Borough Councillor) and J. Lister (County Councillor)

123/2014 DECLARATIONS OF INTERESTS

None


124/2014 MINUTES

On the proposal of R. Bowness and seconded by G Edmonson and it was RESOLVED that the minutes of the meeting held on 3rd September 2014 be approved and signed as a correct record.


125/2014 POLICE MATTERS

There were no apologies or Police report. Although there had been notification the Inspector Gary Hunter had now replaced Inspector Denis Kelly.


126/2014 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on behalf of the residents of the Parish


127/2014 CORRESPONDENCE

i  An e-mail had been received advising that the CALCX AGM was to be held on Saturday 15th November 2014 CALC at The Market Hall, Wigton. If any member wished to attend then their names must be notified by 31st October.

ii  A letter advising that the speed limit review had now progressed to formal advertisement stage. Members were disappointed that the County Council had ignored their response to the consultation and still wished to object to the proposal to increase the 40mph and reduce the 30mph limit at Fletchertown. The clerk is to respond.

iii  A letter had been received from a local resident querying the status of the small recreation field and whether ball games could be played on the field as parts of it had been laid out as a community orchard. Members agreed that there was no formal restriction on the use of the field but they would expect the trees to be respected and if it was and organized game for the older children that the large recreation field to be used. The clerk is to respond.

iv  An e-mail regarding the PARCS scheme was noted

v  A letter from the Great North Air Ambulance seeking funding was summarized. It was RESOLVED on the proposal of M Abbott and seconded by DA Tinnion that a donation of £100 be made towards the running of this vital service.    

vi  An e-mail and information sheet on Connecting Cumbria had been received and circulated. It was agreed to invite a member of the project team to a council meeting.

vii  An invitation had been received to a Community Information Day on the proposed three wind turbines on land north west of Aspatria to be held on 9th October 2014 at Aspatria Rugby Club between 1400 and 1900.

viii  Notices of two events to be held by the Park lodge League of Friends were read.

ix  A letter seeking funding by the Allerdale Credit Union was discussed and the clerk was asked to seek further information including a copy of their business plan.

x  A letter was received from a resident of Baggrow regarding categories in the recent Best Kept Garden Competition. Members that it was at the judge’s discretion what category gardens were placed in and we have had a number of different judges

xi  The final claim year ending 31st March 2014 had now been submitted to Allerdale Borough Council.


128/2014 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting  


129/2014 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the Centre recently had a good Quiz Night. Unfortunately the committee had lost its chair through sudden ill health. There were a number of bookings with the NHS, the Bonfire night and a Table Top sale coming up and a Quiz Night in December.


130/2014 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B Finlay addressed the meeting and explained the progress with the Allerdale Local Plan. He had made a proposal to Council that there should be funding for Locality Working which had been dismissed. There was now a Planning Policy Review Group and there was a training session at Carlisle on tall structures.

134/2014 FOOTWAY LIGHTING

The clerk had received an e-mail which appears to be list of ENW works to lights in the Borough. It appears that the following footway lights are to be re-located.

Orchard House, Baggrow

South View, Watch Hill

but no further information is available.   

 

135/2014 ASPATRIA TRANSPORT GROUP

A letter had been received seeking financial assistance for the Group. Members were concerned as they thought that when they made a donation last year that the group would thereafter be self- supporting and what usage there was by residents of the parish. It was agreed to ask a member of the group to attend the next meeting to explain.


119/2014 COUNCILLOR’S PORTFOLIO’S

The clerk had at the recent Clerks Forum discovered that some other council operate the portfolio system for councillors’.  It was agreed that the following councillors’ hold the portfolio’s shown below

137/2014 EXTERNAL AUDIT

The external Audit had now been completed and there was a minor issues regarding a grant being shown in the wrong box on the form which was noted.


138/2014 PROGRESS REPORTS

a  The next Newsletter should be completed in the near future and any articles forwarded to passed to J Mansfield.

b  R. Bowness reported that work to clear allotment no 1 ready for occupation had started.

c  An estimate had been obtained from the work to the kerbs outside of the play park (£631.32 plus VAT) but the views of the Highways Authority were awaited.

d  Flooding at Gowrie was in hand and J. Lister is to provide a report at the next meeting.

e  The clerk had had received a letter about the firework incident advising that the 2nd claim had been repudiated by our insurers and referred to the firm that had sold the firework.

f  Enquires are in hand to recruit an odd job man.

g  Estimates are being obtained for replacement noticeboards within the parish.

h  Work was being progressed for the bonfire and firework display on 5th November.
