A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 7th May 2014 at 7.15pm.


PRESENT: Messrs. M. Abbott, DA Tinnion, G. Thompson, A. Turner, S. Barton, R. Bowness L. Read, J. Mansfield and C. Mackenzie.

Also Present: T. Gear (Clerk), J. Lister (County Councillor) and two members of the public

Apologies were received from S. Read, B. Finlay (Borough Councillor), D. Wilson (Borough Councillor),

Councillor M. Abbott in the Chair


57/2014 ELECTION OF CHAIRMAN AND VICE CHAIRMAN

On the proposal of DA Tinnion and seconded by R Bowness it was RESOLVED that M Abbott be Chairman of the Council for 2014/15 and on the proposal of DA Tinnion and seconded by J Mansfield it was RESOLVED that R. Bowness be Vice Chairman for 2014/15

59/2014 DECLARATIONS OF INTERESTS

60/2014 MINUTES

On the proposal of S. Barton and seconded by R Bowness and it was RESOLVED that the minutes of the meeting held on 2nd April 2014 be approved and signed as a correct record.


61/2014 MATTERS ARISING

i The clerk reported that there had been a meeting with Mr. & Mrs. Pegler regarding the Council’s ongoing concerns regarding the Fire Escape from Allhallows Centre.     Following that meeting a further letter had been received which was read. It was agreed that the gate should be removed or if Mr. & Mrs. Pegle  wished to have it relocated at their own expense and that the cones should be removed and a sign be erected advising that the access should not be obstructed. (Minute 46/2014 (iii))

ii  A response had been received from Environmental Health regarding the smell emanating       from the industrial estate (Minute 48/2014(ii))

iii  A letter of thanks for the Council’s donation had been received from Citizens Advice Allerdale

62/2014 POLICE MATTERS

PCSO Crome had tendered his apologies and had forwarded an update of incidents together with a copy of the latest newsletter. These had been circulated to members and there were no matters arising  


63/2014 PUBLIC PARTICIPATION

There were two members of the public present but neither raised any issues under this item.


64/2014 CORRESPONDENCE

i  The May 2014 CALC Circular had been circulated and there were no matters arising.

ii  A letter had been received from NHS Cumbria Clinical Commissioning. The group who had been invited to attend the next meeting to provide a presentation on their work.

iii  Information had been received from Mark Group regarding free Cavity and loft insulation which was available to members

iv  The VAT reclaim had been received and £238.53 had been banked

v  Information on how to get a building or land registered as an Asset of Community Value was summarized.

vi  An e-mail; from Steve Shaw National C0-ordinator outlining a proposal for local businesses to pay part of their business rates to Town and Parish Council’s was mentioned.

vii  Notice of a meeting this evening in Aspatria to discuss HGV’s on the A596 had been received and apologies tendered.

viii  Members were made aware that old minute books and accounts had now been deposited at the Archives in Carlie and a receipt obtained.

ix  A letter from CALC advising that the annual subscription of £152.00 had been received.


65/2014 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the committee had put on two relatively successful events that had raised £500.00 each together with and Art Exhibition that had raised £150.00.


66/2014 REDUCING POVERTY

Denise Rollo, Senior Development Officer had requested to attend a meeting of the Council to discuss her role as Reducing Poverty Officer. It had been agreed that Mrs. Rollo would attend this meeting but she had not appeared.


67/2014 OUTSIDE BODIES


J Lister was reminded of the drainage issue at Gowrie which was in hand and the condition of the roadway in Baggrow and Gowrie to Watchill.

The Chairman advised members of the recent Aspatria Rural Partnership meeting where the rollout of superfast broadband and footway lighting was discussed

71/2014 ACCOUNTING STATEMENT 2013/14

Members had been circulated with the accounts for the year ending 31st March 2014 which were approved.


72/2014 ANNUAL GOVERNANCE STATEMENT 2013/4

Members assisted the clerk with the Governance Statement which was signed by the Chair and Clerk.

73/2014 PROJECTS

a  The next edition of the newsletter is being prepared and any articles should be passed to J Mansfield.

b  All allotment rents have now been paid. There is an application for the one remaining garden which is being processed by the clerk

c  Issues around the flooding at Gowrie are in hand.

d  The Best Kept Garden competition is being run on similar lines as last year. J Mansfield has put an article in the newsletter

e  The new gate on the small field is being worked on.

f  The contractor had shredded all the wood debris in the corner. He had also called UU to a leak and they will return tomorrow to carry out the repairs. The matting had been ordered and should be here by the end of the week and work will be carried out the following week.

g  Members were reminded that there was a vacancy and that anybody interested in the position should write to the clerk

h  There was nothing to report regarding the firework incident.

i  An article had been placed in the Binsey Beacon for an odd job man which has only just been published. This will be an item for the next meeting
