Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Main Hall, Allhallows Community Centre, Fletchertown (Socially distanced and with face coverings) at 7.00pm, Wednesday 4th November 2020.

88/2020 DECLARATIONS OF INTERESTS
On the proposal of S. Barton and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 2nd September 2020 be approved and signed as a correct record.
90/2020 POLICE MATTERS
There were no apologies or report from the police.
91/2020 PUBLIC PARTICIPATION
There were no members of the public present but the placing of refuse bins on the access road between North and South Street by some residents of North Street obstructing the flow of traffic was brought to attention. The clerk to raise with Allerdale Borough Council.

vix) A request for financial support for the maintenance of the church yard at All Saints Church had been received. On the proposal of J. Mansfield and seconded by M Abbott it was agreed to donate £350.00.
vx) A letter had been received from the Great North Air Ambulance seeking financial support for their vital service. On the proposal of R. Bowness and seconded by S. Barton it was agreed to donate £100.00.
93/2020 CLERKS REPORT
The clerk gave a brief report on matters that had arisen since the last meeting which included: -
i) He had received a request for information on drainage associated with the George Moore Industrial Unit but was unable to assist apart from suggesting agencies that may hold plans.
94/2020 ALLHALLOWS CENTRE
G. Edmonson provided a written report which was read. Of particular concern was the damage caused to the centre car park surface by an unauthorized large vehicle. It was agreed to put in place measures to prevent re-
95/2020 BOROUGH AND COUNTY COUNCILLOR’S REPORTS
There no reports from either the Borough or County Councillors. Concerns were expressed that because of the lack of attendance the council had little or no information as to what was happening at either Borough or County Council level. It was agreed that the clerk write to the elected representatives requesting that in their absence a bullet point report on the activities of their respective councils be available for meetings.

97/2020 COUNCILLOR’S PORTFOLIOS
R. Bowness advised that the allotments were wet. The clerk mentioned the collection of next year’s rents which would normally take place before the February meeting but because of the change of meetings schedule/dates will now take place before the March meeting.
G. Edmondson provided a written report in which she said the play area was wet and unusable but was drying out.
S. Barton indicated that there had been no issues with flooding since the last meeting.

101/2020 PARKING -
This problem was raised but there is no immediate solution
102/2020 FOOTWAY LIGHTING
A letter had been received from M Johnson , Deputy Leader of Allerdale Borough Council which was read, in which he stated that the requirement for Town and Parish Councils to contribute to the energy costs of footway lighting for several reasons had been postponed.
103/2020 NOTICEBOARD -
The clerk reported on the condition of the said noticeboard. R Bowness agreed to see what can be done to improve the condition.
104/2020 FINANCIAL REGULATIONS 2020G
In the light of recent changes to the way the council’s finances are managed the financial regulations had been amended to reflect those changes and were approved by all present.
105/2020 APPEAL – ALLOTMENT 8A
The council had received an appeal against its decision not to renew the tenancy of the above allotment in April 2021.The council considered the correspondence and photographs submitted on behalf of the tenant. They also considered the warnings regarding the condition of the allotment which dated back to 2014 together with the land is not being used as an allotment and there was a waiting list for allotments. Members decided to confirm it original decision. The clerk to inform the tenant.
106/2020 HEDGE CUTTING, WEST STREET, FLETCHERTOWN
Members were concerned that some hedges on West Street, Fletchertown had not been cut this year and were overhanging the footway causing pedestrians to step into the roadway. The clerk to report to highways.
107/2020 GRASS CUTTING CONTRACT 2021
It was agreed that the clerk should put the above contract out to tender. Members to provide areas that they wish to be included in the tender.
108/2020 BUILDING WORKS – ALLHALLOWS CENTRE
The clerk had received a letter from the preferred contractor stating he was unable to carryout the work. Other contractors to be asked for an estimate and timescale.
109/2020 BAGGROW LONNING
A farmer had brought to attention the condition of the upper part of the lonning including a broken pipe and the fact that the lonning was in such condition that he had damaged his tractor. This had been brought to the attention of J Lister and Amber Sykes, but no response had to date been received.
110/2020 BUDGET – PRECEPT 2021/22
The clerk provided a draft budget for 2021/22 which was discussed, and it was agreed to set the Precept 2021/22 at £9700 which is the same as the current year.
