Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Main Hall, Allhallows Community Centre, Fletchertown at 7.00pm, Wednesday 2nd September 2020.

66/2020 DECLARATIONS OF INTERESTS

None


67/2020 MINUTES

On the proposal of R. Bowness and seconded by S. Barton it was RESOLVED that the minutes of the meeting held on 13th July 2020 be approved and signed as a correct record.


68/2020 POLICE MATTERS

There were no apologies or report from the police.


69/2020 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on their behalf.


70/2020 CORRESPONDENCE

i)  A letter of thanks had been received from Citizens Advice Allerdale for the council’s donation of £75.00.         

ii) Information had been received regarding the Allerdale 3 tier meeting to be held on Thursday 17th September 2020 at 7.30pm by Zoom.

iii)  A considerable amount of correspondence regarding the Coronavirus (Covid -19) continued to be received and circulated.

iv) Information regarding Cumbria Action for Health & Mental Health Provider Forum Bulletins had been circulated.  

v) Information regarding Cumbria Arts and Culture Network: Covid-19 had been circulated

vi) An e-mail ‘Join the Great British September Clean 11 – 27 September’ had been circulated

vii) Information on the closure of the Cumbria Emergency Support Helpline had been circulated.

viii) Notice of the CALC ANNUAL GENERAL MEEETING 2020 to be held on Saturday 26th September 2020 at 10.30am by Zoom had been circulated.

ix) Information on a Parish Councils Carbon Foot Printing Tool had been circulated.

x) A copy of the Cumbria Local Nature Partnership (CLNP) news had been received and circulated.

xi) Information on Local Government Re-organization, Cumbria and Communities framework & the devolution white paper and CALC’s Interim position – August 2020 had been received and circulated  

xii) The Cumbria in Bloom Update Newsletter August 2020 had been circulated.

xv) Information on the Respect the Outdoors campaign had been received and circulated.

X)  Several items of information for Community Resilience Groups had been received and circulated

ix) An e-mail regarding Public Health promotion campaigns had been received and circulated


71/2020 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting which included: -

i) There had been a consultation regarding the possible changes to the North Allerdale Traffic Regulation Order for Front Street, Fletchertown to which he had responded.

ii) He had also responded to the consultation on Dog Fouling - Public Spaces Protection Order.

 iii) There had been a National Salary Award 2020-21 which amounts to 24p per hour less tax back dated until 1st April 2020. It was agreed to amend the standing order to HMRC accordingly.


72/2020 ALLHALLOWS CENTRE

G. Edmonson addressed the meeting in her position as Treasurer/Secretary.

She advised that C. Mackenzie had stood down as Cleaner/Centre Manager and a new self-employed cleaner had been appointed. The Centre because of the Covid – 19 pandemic had been thoroughly cleaned and disinfected, the fire inspection, electrical inspection and risk assessment had been carried out and the centre was now fully compliant. She expressed thanks to the committee for their work in bring the centre up to standard. The booking system has now changed, and bookings can now be made by e-mail or on a dedicated mobile phone. Financially the centre is holding its own but the next 6-12 months are critical. With this in mind the committee have made a small increase in room charges.

A letter giving details of the Allerdale Local Plan (Part2) (Site Allocations) – Adoption had been received as had a letter on the Review of the Allerdale Borough Council – Local Validation Lists for Applicants.

The white paper called ‘Planning for the Future’ which had been circulated was discussed including the written comments made by J. Mansfield which were read by the clerk.

76/2020 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that apart from the ones mentioned at the last meeting all allotments and hen pens were in a good condition. The clerk mentioned that he had received a letter of appeal regarding one of the allotments he had served notice of non-renewal of tenancy. This will be discussed at the next meeting in November.

G. Edmondson started that since re-opening the playpark was being well used and all seemed to be observing social distancing and other Covid19 measures that had been put in place and had been published on site and in the latest newsletter.

S. Barton indicated that there had been no issues with flooding since the last meeting.

78/2020 VACANCIES

There remained three vacancies which should be filled by co-option as soon as possible.


79/2020 SPEEDING B5299

There still had not been any feedback from Highways. The clerk to chase again


80/2020 BANK ACCOUNT WITH ONLINE FACILITIES

The clerk advised that he had contacted several banks and credit card providers and the Responsible Financial Officer at Aspatria Town Council. He had also contacted Cumberland Building Society the councils present bankers who suggested that the requirement for two signatures to the account should be removed and that one signatory should be approved and that the clerk should be added as an additional signatory. This action would allow the council to operate the account more efficiently and allow the clerk to make approved payments by BACs. After discussion it was agreed that there only needs to be one signatory to the account and that Trevor Gear (Clerk) be added as a signatory. The clerk to advise Cumberland Building Society. Financial Regulations will be amended and brought to the next meeting for approval.  


81/2020 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution


82/2020 FOOTWAY LIGHTING

There had been two written responses to the recent resident’s consultation and several verbal responses to councillors. The clerk explained that it was not possible for the lights to be switched off between 12 night and 5am and CALC’s position is that councils should only pay for those lights which have been changed to LED and to pay for the others when they have been changed. He also advised members that he was aware that a councillor in a nearby parish had submitted a paper to Allerdale in which he is suggesting that light on roads with no footway cannot legally be classed as footway lights and Allerdale should be taking up the costs with the Highways Authority. A decision on the way the council wishes to proceed will have to be made at the next meeting in November as the Precept 2021/22 will be set at that meeting.

  

83/2020 TELECOMMUNICATION ISSUES – FLETCHERTOIWN

No information regarding the problems had been received from the resident and therefore the item should be removed from the agenda.


84/2020 BAGGROW LONNING

The lonning has been inspected and still floods. The clerk was asked to chase the Highways Authority for remedial action.
