Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 2nd October 2019 at 7.30pm.
PRESENT: Messrs. R. Bowness, L. Douglas, J. Mansfield and G. Edmondson,
Also, Present: T. Gear (Clerk), J. Lister (County Councillor) M. Johnson (Borough Councillor) and three members of the public.

154/2019 DECLARATIONS OF INTERESTS
On the proposal of L. Douglas and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 4th September 2019 be approved and signed as a correct record.
156/2019 POLICE MATTERS
There was no report or apologies from the police.
157//2019 PUBLIC PARTICIPATION
There were three members of the public present who raised the following issues: -
i) Two members of the public reported that their hedge on West Street had been cut and the road sign was now clearly visible. They were thanked for their action.
ii) They also enquired about the bin at West Street, Fletchertown which will be supplied when in stock.
i) The September CALC Circular had been received and circulated.
ii) A thank you card had been received from All Saints Church for the council’s donation of £50.00 towards their fundraising weekend.

vi) A letter had been received from the Great North Air Ambulance had been received in which they are seeking a donation towards their valuable work. On the proposal of J. Mansfield and seconded by G. Edmondson it was agreed to donate £100.00
v) The Cumbria Action for Health Network & Mental Health Provider Forum XTRA info 12/09/2019 had been received and circulated. As had the Cumbria Action for Health & Mental Health Provider Forum Bulletin 09.09.2019.

The clerk gave a report on matters that had arisen since the last meeting
161/2019 ALLHALLOWS CENTRE
C. Mackenzie had tendered her apologies, but the meeting was advised that the Management Committee were changing their insurers to a company who specialize in Village Halls and there would be a re-

M. Johnson addressed the meeting and advised he was now a member of the Executive of the Borough Council with responsibility for finance. The issues with the bins had been resolved and service was back on although it is hoped to bring the service back in house from April next year. The new stadium had been abandoned although a smaller project may be brought forward in the future. The Allerdale Plan is for a 10-

165/2019 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised that nearly all allotments and Hen Pens were being tended and looking good, but one hen pen tenancy will not be re-
G. Edmondson reported that the play park was still being well used by lots of children. The gate and a small divot still require attention.

J. Mansfield advised she will be attending the CALC AGM in Wigton in November.
166/2019 FLOODING ISSUES

167/2019 VE DAY 75 – 8th MAY 2020
J. Mansfield to contact other organisations in the parish to see if there is a scope for all to come together and arrange an event to commemorate the above. To report back at the next meeting.
168/2019 TRAMPORLINE ON HEN PEN
All members had read the letter from Ms Marr who was present. The clerk advised that most of the issues in the letter were being dealt with, but it was for the council to consider the application to retain the trampoline on the hen pen. Ms Marr was asked if she wanted to add anything to her letter and members discussed the matter. On the proposal of L. Douglas and seconded by J. Mansfield it was agreed to allow the trampoline subject to conditions 1) The trampoline will be ancillary to the use of the land as a hen pen. 2) The use of the trampoline will be at the tenant’s own risk and in the event of an accident, theft or damage there will be no claim against the council. 3) No unaccompanied children (under the age of 17 years) to be allowed on the allotments. 4) The use of the trampoline must be supervised by a person over the age of 17 years. 5) The trampoline is to be removed from the hen pen when no longer used.

L. Douglas addressed the meeting and gave a report on the above and the implications for the council.
172 CORPORATE CREDIT CARD
The clerk explained the difficulties he was having when making purchase online and more and more suppliers require electronic payments and he related on instance where the supplier does not accept cheques. One way around this would be a corporate credit card with all expenditure being authorized as now. He also wished to talk to the council’s bankers to see if they can offer an account that would assist with this growing problem.
